In addressing this question, the paper addresses the following issues: policy and context of the transformation of higher education. [...] However, Knight (2009) examined the challenges of developing financial resources and policies that enhance the twin goals of equity and access to higher education within the diversity of national contexts and responses to the global challenge of developing strategies to finance wider access to higher education. [...] This particular framework and understanding of these concepts need to be applied in the analysis of the access and success of students in South Africa in relation to social inclusion in the post-apartheid context. [...] Conclusion and Recommendation This paper has analysed the provision and challenges that came with the implementation of the White Paper 3 of 1997 and the use of funding as lever in the transformation of higher education in post-apartheid South Africa.
