Book excerpt: Expanded learning opportunities (ELOs), which include afterschool, summer learning, and extended day and extended year programs, can help states reduce dropout rates and increase graduation rates. Effective elementary, middle, and high school ELOs support academic rigor, boost student engagement, and provide students with supportive relationships. High-quality ELOs can also help combat the effects of poverty on students' academic achievement by providing programs and services including tutoring, homework help, life skills and job training, and enrichment opportunities in music, sports, and the arts. Expanding access to high-quality ELOs can be a key state strategy to stem the tide of students leaving school before graduation. This issue brief offers strategies that ensure ELOs are an effective part of a state's larger dropout prevention strategy. Governors who pursue these strategies as part of an ambitious dropout prevention agenda can expect to see not only fewer high school dropouts, but also more engaged students who are better prepared for work and life beyond school. Book excerpt: The role played by testing in the nation's public school system has been increasing steadily-and growing more complicated-for more than 20 years. The Committee on Educational Excellence and Testing Equity (CEETE) was formed to monitor the effects of education reform, particularly testing, on students at risk for academic failure because of poverty, lack of proficiency in English, disability, or membership in population subgroups that have been educationally disadvantaged. The committee recognizes the important potential benefits of standards-based reforms and of test results in revealing the impact of reform efforts on these students. The committee also recognizes the valuable role graduation tests can potentially play in making requirements concrete, in increasing the value of a diploma, and in motivating students and educators alike to work to higher standards. At the same time, educational testing is a complicated endeavor, that reality can fall far short of the model, and that testing cannot by itself provide the desired benefits. If testing is improperly used, it can have negative effects, such as encouraging school leaving, that can hit disadvantaged students hardest. The committee was concerned that the recent proliferation of high school exit examinations could have the unintended effect of increasing dropout rates among students whose rates are already far higher than the average, and has taken a close look at what is known about influences on dropout behavior and at the available data on dropouts and school completion.

At a time when governors are calling for changes to improve higher education access and success, more than 1 million youth ages 16 to 19 are not enrolled in school and do not have a high school diploma. Each year, an additional 390,000 youth drop out of school. Reengaging dropouts is challenging for school systems for three reasons. First, information is limited on who has dropped out and where they are located. Second, traditional, comprehensive high schools are not well equipped to serve students who are returning to complete a degree. Unfortunately, the quality of nontraditional school options, even when they are available, is often lacking. Finally, recovering youth who have dropped out of school can be expensive and time consuming, and few, if any, financial incentives exist for schools to work with this population. Dropout recovery can succeed if states take these actions to facilitate the reengagement of out-of-school youth: (1) Set a goal to reduce the dropout rate; (2) Use data to identify dropouts and target recovery strategies; (3) Provide flexible, high-quality school options for recovered dropouts; and (4) Consider incentives to focus on dropout recovery if resources exist. As states face a new economic reality, governors may not be able to implement all of the policy recommendations outlined in this brief. Yet each recommendation can improve dropout recovery in schools and districts. Together, the recommendations create a comprehensive policy framework for reengaging out-of-school youth.
