Book excerpt: Vehicle classification is used in many transportation applications, e.g., infrastructure management and planning. Typical of most developed countries, every state in the US maintains a network of vehicle classification stations to explicitly sort vehicles into several classes based on observable features, e.g., length, number of axles, axle spacing, etc. Periodic performance monitoring is necessary to ensure the quality of collected data; however, such testing has been prohibitively labor intensive to do as thoroughly as needed. To address these challenges, this study examined three interrelated facets of vehicle classification performance monitoring. First, we manually evaluate the performance of vehicle classification stations on a per-vehicle basis, second we develop a portable LIDAR (light detection and ranging) based vehicle classification system that can be rapidly deployed, and third we use the LIDAR based system to automate the manual validation done in the first part using the tools from the second part. In the first part we examined over 18,000 vehicles, at several stations and found good performance overall, but performance for trucks was far worse than passenger vehicles. About a third of the errors were fixed by modifying the classification decision tree, the remaining two thirds of the errors are unavoidable because different classes have overlapping axle spacings or lengths (e.g., passenger vehicles and trucks, or commuter cars and motorcycles). All subsequent uses of the classification data must accommodate this unavoidable blurring. Next, we develop a side-fire LIDAR based classification system that does not require any calibration in the field. Finally, we develop a process to use the LIDAR system (or another temporary vehicle classification system) deployed concurrent to a permanent classification station to semi-automate the manual validation. The automated process does the bulk of the work, typically taking a user only a few minutes to validate all of the exceptions from all lanes over an hour of data. We found wide variance in performance from one station to the next. Since these errors are a function of the specific station, there would be benefit in the short term to leverage the LIDAR based system to evaluate the performance of many other classification stations to catch systematic errors that bias classification performance.

Accordingly, the Army is seeking recommendations on new experimental predictor measures that could enhance entry-level Soldier selection and classification decisions, in particular, measures of non-cognitive attributes (e.g., interests, values, temperament). The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) is conducting a longitudinal criterion-related validation research effort to collect data to inform these recommendations. Data on experimental predictors were collected from about 11,000 Soldiers. Training criterion data were collected for differing subsets of the predictor sample in the first of three planned criterion measurement points. Soldiers were drawn from two samples: (a) job-specific samples targeting six entry-level Military Occupational Specialties (MOS) and (b) an Army-wide sample with no MOS-specific requirements. In the analyses reported here, the value of the experimental predictor measures to enhance new Soldier selection was examined. Overall, many of the experimental predictors significantly incremented the Armed Forces Qualification Test (AFQT) in predicting Soldier performance and retention during training. In addition, the experimental predictors generally exhibited smaller subgroup mean differences (by gender, race, and ethnicity) than the AFQT.

Book excerpt: Transportation agencies in the U.S. use devices such as loop detectors, automatic traffic recorders (ATR), or weigh-in- motion (WIM) sensors to monitor the performance of traffic network for planning, forecasting, and traffic operations. With a limited number of ATR and WIM sensors deployed throughout the state roadways, temporary double tubes are often deployed to get axle-based vehicle classification counts. An inductive loop signature technology previously developed by a Small Business Innovation Research (SBIR) program sponsored by the US Department of Transportation is used to classify vehicles using existing loops. This technology has the potential to save time and money while providing the state, counties or cities more data especially in the metro area where loop detectors have already been installed. This research leveraged the outcomes from previous development to validate the classification accuracy with video data. A loop signature system was initially installed at a traffic station in Jordan, MN, to evaluate its performance. The system was later moved to another location on US-52 near Coates, MN, to validate its classification accuracy with more heavy- vehicle traffic. Individual vehicle records were manually verified and validated with ground-truth video data using both the 13 and 7-bin classification schemes from the Federal Highway Administration (FHWA) and the Highway Performance Monitoring System (HPMS). The combined results from both test sites indicated that the loop signature technology had an overall classification accuracy of 93% and 96% using the FHWA and HPMS schemes, respectively. The classification performance can be further improved by including additional vehicle signatures from the state to the classification library.

The present report documents the development of criterion measures to assist in these analyses. A second purpose of the Army Class project is to develop and pilot job knowledge tests (JKTs) that can be used to aid reclassification decisions. If Soldiers are shown to possess critical knowledge, skills, and attributes (KSAs) for their new jobs, this could reduce training requirements and increase force readiness. This report documents the development of reclassification JKT test items.
