The rail network does not match changing trade patterns. Improved rail service quality is needed to facilitate regional cooperation. This publication provides a blueprint for sound, long-term development of CAREC railways into a quick, efficient, and accessible transport system. The 2017-2030 CAREC railway strategy intends to equip the region's railways to better capture evolving trade flows and contribute to regional economic development by improving rail and multimodal infrastructure and commercializing and reforming railway activities.

Book excerpt: The Lao-China railway (also known as the Boten-Vientiane railway) is part of six international economic corridors under China's belt and road initiative (BRI). As part of the BRI, the Vientiane-Boten railway connects Lao Peoples Democratic Republic (PDR) with not only China (and eventually Singapore) but also the entire BRI network. The railway section that connects Kunming in China with Vientiane in Lao PDR is under construction, with plans to build a railway terminal close to export processing zones (EPZs) and the logistics park in Vientiane. The Thai railway section is designed to carry passenger trains on a new high-speed network while moving cargo traffic to the old meter-gauge network, creating potential challenges for transloading goods and passengers. The Lao-China railway aims to create closer trade linkages between not only Lao PDR and China but also between all economies in the BRI, which is expected to lower trade costs and accelerate economic growth and poverty reduction in the region. To fully benefit from the railway investment, Lao PDR needs to develop efficient services and production along the railway corridor to outcompete maritime transport in terms of cost and time. Increased domestic and foreign private-sector investment will also require early information sharing with the private sector regarding planned railway operations. Policymakers need to adopt key policy reforms and build complementary infrastructure to connect production areas to the railway network. This study identifies key investments and policy reforms to maximize the benefits of the Vientiane-Boten railway for Lao PDR, demonstrating the complementarity of hard and soft infrastructure investments.

In his report, Dr. Richard Beeching recommended sweeping closures of lines across the UK to improve the financial performance of British railways, which led to wholesale closures over the following decade and a reduction in the UK rail network from 18,000 miles in 1963, to some 11,000 miles a decade later. But since that low point was reached in the early 1970s a revolution has been taking place. Passenger traffic on the railways is now at its highest level since the 1940s and from Alloa to Aberdare, as well as from Mansfield to Maesteg, closed lines have reopened and the tide of Beeching closures has been gradually rolled back. Scores of stations have been reopened and on many of the newly revived lines, passenger traffic is far exceeding the forecasts used to support their reopening. In this comprehensive survey of new and reopened railways and stations across England, Scotland and Wales, Gareth David asks what it tells us about Dr. Beeching’s report, looking at how lines that were earmarked for closure in that report, but escaped the axe, have fared and reviews the host of further routes, which are either set to be reopened or are the focus of reopening campaigns.
