And 427 men, from whose labor no earnings accrue, the cause of the annual deficit is fully explained. The Legislature of 1866 enacted a law authorizing the inspectors of prisons to substitute State employ for contract labor when, in their Opinion, it would result to the benefit of the State. To carry out this object money, as a working capital, would be required, and for which no provision has been made; nor have the inspectors any way of obtaining it except through your honorable body. We would therefore suggest that an appropriation of be made for the building of an increased number of kilns, and the necessary works connected therewith; and that the Comptroller be authorized to allow the agent, on his monthly estimate, a necessary amount for the purchase of wood and other materials, out of the moneys received from earnings of the business and deposited to credit of State Treasurer.
