Instead, it must be a tool to bring the entire continent to our high level, whether it is in workers' wages, environmental standards, or in transportation safety. A projected increase in cross-border trade, combined with a mandate to develop compatible transportation standards, means there will be pressure on our negotiating team to accept lesser safety stand ards as the price for a harmonization agreement.
