Book excerpt: This major new study presents both conceptual and practical guidance at a crucial time when intellectual and practical efforts to protect against the new terrorism should move beyond a purely domestic focus. Creating an effective and integrated national homeland security effort is a significant challenge. Europe and the United States have reacted differently to the emergence of mass casualty terrorism, but must work together to cope with the diverse issue areas, sectors, professions, and relevant actors involved in such a broad-based concept. The authors suggest that Europe and the US have a lot to gain by coordinating more closely, and that the exchange of experience is crucial as we attempt to stay ahead of a learning enemy.

Download or read book Transatlantic Homeland Defense written by . This book was released on 2006. Available in PDF, EPUB and Kindle. Book excerpt: "This paper proposes an initiative to enhance transatlantic homeland defense at the North Atlantic Treaty Organization (NATO) November 2006 Riga Summit and beyond. As NATO develops its capabilities for expeditionary operations, it needs to revitalize plans and capabilities essential to realize its core mission: protecting Alliance territory as outlined in Article 5 of the North Atlantic Treaty. This back-to-basics approach is designed to ensure that Allies can protect the transatlantic homeland against an array of new threats and challenges. This initiative would unfold in the context of broader efforts to protect the Euro-Atlantic community. NATO is but one of many institutions - national and international, governmental and nongovernmental - involved in societal security."--Page 1.
