Book excerpt: This publication provides an overview of assessments from the 2017 global survey on trade facilitation and paperless trade in the Asia and Pacific region. The survey uses the final list of provisions included in the World Trade Organization's Trade Facilitation Agreement (WTO TFA) and the draft text of the regional United Nations (UN) treaty on cross-border paperless trade facilitation under negotiation at Economic and Social Commission for Asia and the Pacific (ESCAP). Implementation levels of 44 countries in Asia and the Pacific were calculated based on 31 trade facilitation and paperless trade measures. This study also describes trade facilitation projects that promote development through deepening regional cooperation and integration. It also discusses digital trade as a major opportunity for SMEs to better access international markets and global supply chains, giving them the chance to growth both quickly and sustainably. The progress and challenges in the regional and subregional trade facilitation efforts being made to streamline trade procedures are also presented. ADB and UNESCAP jointly prepared this publication.

Book excerpt: Trade and investment are engines of growth for the Asia and the Pacific and enabled them to significantly reduce poverty during the past two decades. However, the performance of the region would have been better if the high tariff and non-tariff barriers issues could have been addressed, with the non-tariff trade cost alone accounts for at least 90% of overall trade costs. With some of the world's most dynamic economies located in the region, there is large potential for an expansion of intraregional trade and investment in Asia and the Pacific, making the whole region more resilient to external shocks. Unfortunately, many barriers prevent intraregional movement of goods and investment, affecting in particular the opportunities for small and medium-sized enterprises (SMEs) to directly participate in international trade. Removal of those barriers and deepening regional connectivity can therefore be a strong driver of growth and poverty reduction. While sufficient literature exists with regard to establishing a direct and positive correlation between trade and poverty reduction, very little study has been done on the linkages between trade facilitation and poverty reduction. This book addresses this gap and features a compilation of specific case studies that explore the linkages between a number of trade facilitation measures and poverty reduction.

Book excerpt: The Greater Mekong Subregion (GMS) Program, with support from the Asian Development Bank (ADB) and other development partners, has scored impressive gains in promoting regional connectivity over the past 2 decades. Efforts have also been made to strengthen institutions and policies for trade and transport facilitation to increase the impact of the regional physical infrastructure. This book, prepared under an ADB technical assistance project financed by the Australian Agency for International Development, brings together studies highlighting deeper, structural challenges to trade facilitation in the GMS, including need for governance and bureaucratic reforms, trade competitiveness, and improved alignment of the regional corridors to trade flows. Importance of greater synergy between subregional and regional platforms for trade facilitation, for example between the GMS and the Association of Southeast Asian Nations (ASEAN), is also highlighted. The analyses should be of interest to development practitioners working to improve trade and transport facilitation in the GMS, elsewhere in Asia, and in the rest of the world.
