Book excerpt: A first step in evaluating the effects of agricultural investments in developing countries to recognize that policy makers will almost certainly have multiple objectives. Even policy makers like those at the Millennium Challenge Corporation, with a strong focus on ensuring that interventions contribute to growth, also have a keen interest in poverty reduction and other goals such as enhancing gender equity. This presence of multiple goals has profound impacts on the choice of policies and mean it is likely that more than one policy instrument will be needed to best achieve those goals. Once the goals of policy have been identified, the next step is to identify possible policy instruments to help in achieving these goals. These potential policy instruments will likely include some policy reforms like adjustments to trade policies that are relatively easy to implement, whose impacts are relatively easy to analyze and whose implications for fiscal revenues may be slight. They may also include re-forms to the ways that policies are identified and implemented, such as moves from centralized policy making to community driven development, designed to align policies more strongly with needs in the communities affected. They are also likely to include investment projects with substantial revenue requirements that seek to rectify market failures in areas such as the provision of public goods or the internalization of externalities. Constraints Analyses are an important part of the MCC approach to identifying and evaluating interventions using the Hausmann, Rodrik and Velasco growth diagnostic approach (HRV). This seeks to identify areas in which substantial progress can be made at limited cost by identifying key omissions in cur-rent policies. Their famous, and useful, analogy to a barrel with a short stave whose lengthening can increase the water level in the barrel at minimum cost helps grasp the essence of this approach. It deals with situations where inefficiencies in past policy making, and/or changes in circumstances mean that disproportionately large benefits are obtainable at low cost.

This paper presents the evolution of different methods and approaches used for ex ante appraisal, monitoring, project evaluation, and impact assessment over the last five decades. Among these tools, impact assessment (IA) conducted retrospectively comes closest to providing the proof of development effectiveness. It is defined as the systematic analysis of the significant or lasting changes in people's lives brought about by a given action or series of actions in relation to a counterfactual. There are three basic types of retrospective IAs: macro-level IAs that focus on the contribution of developmental efforts to an impact goal aggregated at a sector or a system level; micro-level impact evaluations (IEs) concerned with estimating the average effect of an intervention on outcomes at the beneficiary level; and micro-level ex post impact analysis concerned with total effects of a development effort after the outputs are scaled-up. Ex post IAs have evolved and expanded over the decades in both breadth and depth of analysis in response to evolving development themes and methodological advancements. The increased emphasis on learning from evaluations has also seen responses from both quantitative and qualitative camps of the evaluation community. The paper argues that generation of robust knowledge that feeds into making developmental policies and investment decisions requires a hierarchical and cumulative approach to "improving the proof" through rigorous and a variety of impact assessment methods applied incrementally at the project, program and system level. Subjecting as many development interventions as resources allow to rigorous impact assessment based on a common framework can help build a critical body of evidence on impacts of development interventions, which can then be subjected to meta-analyses to help assimilate results across different studies and build a knowledge base on what works and what does not.

Book excerpt: A growing number of governments, donor agencies, and development organizations are committed to supporting nutrition-sensitive agriculture (NSA) to achieve their development goals. Although consensus exists on pathways through which agriculture may influence nutrition-related outcomes, empirical evidence on agriculture’s contribution to nutrition and how it can be enhanced is still weak. This paper reviews recent empirical evidence (since 2014), including findings from impact evaluations of a variety of NSA programs using experimental designs as well as observational studies that document linkages between agriculture, women’s empowerment, and nutrition. It summarizes existing knowledge regarding not only impacts but also pathways, mechanisms, and contextual factors that affect where and how agriculture may improve nutrition outcomes. The paper concludes with reflections on implications for agricultural programs, policies, and investments, and highlights future research priorities.
