The agreement is expected to set new benchmark for international trade through its comprehensive coverage of issues and binding regulations. It is expected to eventually mature into a regional trade agreement covering the entire Asia-Pacific. As of now, it does not include China and India, the two largest emerging markets and regional economies. The TPP has generated controversy for its excessive emphasis on trade issues, which have remained unresolved or unaddressed at the WTO due to differences between developed and emerging markets. It has also been criticized for adopting a negotiating style reflecting the US regulatory approach to international trade and also as a geo-political strategy of the US for supporting its strategic rebalancing towards Asia. From both economic and geo-political perspectives, the TPP has various significant implications for China and India that are examined in the book. This book sheds light on how China and India's entries in the TPP are mutually beneficial and how both countries can gain from the TPP by gaining preferential access to large markets and using it as an opportunity for introducing more outward-oriented reforms. The book also cautions that US must reconcile to the rebalancing of economic power within the grouping that will occur following the entries of China and India. Otherwise, the TPP and China and India might walk divergent paths and trade and regional integration in Asia-Pacific may not ever converge. With the Doha Round of multilateral trade negotiations at an impasse, the TPP negotiations have taken center stage as the most significant trade initiative of the 21st century. As of December 2012, negotiators have made extensive progress in 15 negotiating rounds since the talks began in March 2010, though hard work remains to finish the deal in the coming year or so. Despite this effort, however, the TPP is not well understood. In part, the reason lies in the dynamism of the TPP initiative. Unlike other free trade pacts, the growing membership as the talks have proceeded and the broad range, complexity, and novelty of the issues on the agenda have made it difficult to track the substantive detail and progress of the talks. This Policy Analysis aims to remedy this problem by providing a reader's guide to the TPP initiative. It first assesses how much the TPP countries are alike and like-minded in their pursuit of a comprehensive trade deal. It then examines the current status of the talks, the major substantive sticking points, and the implications of Canada and Mexico joining the talks as well as prospective membership of other countries. The Policy Analysis then looks ahead to how the TPP could advance economic integration in the Asia-Pacific region and the implications for trade relations with China.

These changes will occur for both the trade regulation regime in major markets, and the private standards that are increasingly crucial for linking up with international value chains. The twelve members of TPP account for about one-fourth of world trade and two-fifth of global GDP. A number of others have shown interest to become members; it is now the model for the US to use in its other large trade negotiations, thus expanding its scope and reach in the future, and its disciplines are acknowledged to be higher than those resulting from some other mega-regionals such as RCEP. Therefore, global standards affecting world market conditions will flow from TPP. Its underlying aspiration will thus increasingly shape the future of trade and investment conditions in major markets, implying trade and investment diversion for non-member countries. A large majority of developing countries, including India, are out of this framework. This book explains the various concerns for non-members, and suggests a number of steps which they can take to mitigate the adverse conditions. This book is an essential read for policymakers, business leaders and analysts considering ways to address the likely constraints emerging through mega-regionals, for job creation and development prospects.

It could transform relations with regions such as Latin America, paving the way to an eventual Free Trade Area of the Asia Pacific, or see innovations translated into the global trade regulatory system operating under the WTO. However, given the tensions between strategic and economic concerns, the final deal could still collapse into something closer to a standard, 'twentieth-century' trade agreement.
