Book excerpt: While recent decades have witnessed progress toward greater gender equality worldwide, an average gender wage gap of over 12% still exists in Organization for Economic Cooperation and Development (OECD) countries. Although paid maternity leave has been proposed as a policy approach for advancing pay equity, existing literature suggests that longer maternity leave entitlements are generally associated with wider gender wage gaps. I use country-level panel data on all 38 OECD countries through 2018 to investigate the relationship between paid maternity leave and the gender wage gap. Because the most recent study in this area only used data for 22 OECD countries through 2010, this paper represents a geographic and temporal expansion on previous work. I also contribute to the literature by focusing specifically on the length of paid, rather than employment-protected, leave. In contrast to the existing scholarship on this topic, I find evidence of an inverted U-shaped relationship, in which relatively shorter leave entitlements are associated with widening gender wage gaps, while relatively longer policies are associated with narrowing wage gaps. However, this relationship is very small in magnitude, suggesting that maternity leave policies may not be an effective means of changing the gender wage gap.

Some countries have looked to policy changes such as paid family leave to close this gap. There is a body of literature that analyzes the role that paternity leave in particular might play in promoting a more equal distribution of domestic and professional activities between mothers and fathers. Studies tend to show that childbearing is associated with a decrease in women’s earnings and that paternity leave policies are correlated with increased rates of female labor force participation. However, existing research does not examine whether the availability of paid paternity leave may be directly related to the gender pay gap. I address this unanswered question by using country-level data from 2000 to 2020 to study the relationship between the length of available paid paternity leave and the gender pay gap. My findings suggest that the length of available paid paternity leave is not meaningfully associated with the gender pay gap, and I therefore conclude that paternity leave policies may not be a significant factor in influencing gender pay equity. However, since fathers may not use all of the paternity leave available to them, further research is needed as to how the actual amount of time fathers take off work after the birth of a child may be related to the gender pay gap.
