Book excerpt: International demand for military crisis-management missions continues to grow and demand for troops continues to outstrip supply. Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition and contrasts this aspiration with the current reality. To explain the gap between the two, the paper examines national ambitions and performance across the EU and analyses their domestic determinants using the examples of Austria, Germany and the United Kingdom. The paper concludes by suggesting that the EU might need to strike a new balance between the inclusiveness and the effectiveness of its activities in this area if it wants to increase its military crisis-management performance and live up to its declared ambitions.

Book excerpt: This book explores the drivers of the EU’s recent forays into peace- and state-building operations. Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Up until now, many studies inferred the logic behind CSDP from express intentions, institutional developments and (the potential of) pooled capabilities. By mining the rich data that CSDP operations represent in terms of the motives and ambitions of EU governments for the CSDP, this book advances our understanding of the framework at large. This book will be of much interest to students of European Security, EU policy, peacebuilding, statebuilding, and IR.

Provides insight into the transgovernmental processes of Member States' permanent representations, suggesting that committees can be dynamic, distinctive, and influential in their roles. The expertise, culture, meeting frequency, and norms of the two committees are compared, and the way in which how these factors influence their overall internal dynamic is analysed. Taking a sociological-institutionalist approach, the author suggests that the group dynamics, shared norms, and evolving worldviews within these committees contribute, at least in part, to whether consensus is possible.

Over the last two years the European Union has taken a range of steps to enhance the way it deals with international crises and natural disasters. EU financial resources for crisis response have increased more than four-fold since 2006. These resources are being used in closer cooperation and partnership with European Union Member States, NGOs and the think tank community in Europe and beyond. New ways of acting faster on the basis of early warning have been drawn up. This new book is a collection of writing illustrating the progress made in these areas against the background of discussion and input from policy experts and practitioners in the field. It builds on the range of views aired at the Commission's conference 'From Early Warning to Early action', held in November 2007, involving more than 900 diplomats, officers, practitioners, scholars and advocates, representing all facets of the network of European crisis responders. The book - one of the few comprehensive examinations of crisis response and preparedness in action - is divided into four main parts: partnership-building, mediation and peace-keeping, natural resource wars, and trans-regional threats, early-warning and intelligence. It is a follow-up to "Faster and more united?", an overview of discussion on the EU's crisis response capacity published in 2006.
