Book excerpt: Established in 1939, the Executive Office of the President (EOP) consists of a group of federal agencies immediately serving the President. Among the oldest of these are the White House Office, where many of the President's personal assistants are located, and the Office of Management and Budget, which was established as the Bureau of the Budget in 1921 and by transfer became one of the original EOP units in 1939. Entities have been placed within the EOP by both presidential action and congressional determination. Some components have endured; others have been brief experiments. Some have been transferred to other quarters of the executive branch; others have been abolished with no successor. In large measure, the tenure and durability of an Executive Office agency is dependent upon its usefulness to the President -- as a managerial or coordinative auxiliary, a national symbol, or a haven of political patronage, among other considerations. This report reviews the particular circumstances of the creation of, and underlying authority for, the Executive Office of the President, and provides profiles of the entities that have been, and still are, located within that enclave.

Download or read book The Executive Office of the President written by Harold C. Relyea. This book was released on 1997-03-30. Available in PDF, EPUB and Kindle. Book excerpt: Government experts provide the first reference history of the Executive Office of the President from its establishment in 1939 through the Bush Administration. Eleven chapters analyze the concept behind the office, its organization and reorganization, and how it developed over the last 55 years in terms of the broad functions that it serves. Chapters offer a careful, dispassionate survey of the office in terms of budget, management, and personnel; economics; national security; science and technology; exigency and emergency; resources development; domestic policy planning; the office of the Vice-President; and reorganizations, presidential style, and staffing matters. This reference is enriched also by biographical profiles of important staff members in the office during the last half-century, descriptions of different agencies, a chronology, and a bibliography. Designed for political scientists, public administrators, and historians, this study is invaluable for students and scholars, policymakers and public administrators, governmental and non-governmental professionals. Government experts provide a thorough and detailed overview of the development of the Executive Office and its components, with related research references. Part I consists of nine authored chapters which explore the creation of the Executive Office, its organization and reorganization, and, within broad functional areas—including budgeting, management and personnel, economics, national security, science and technology, exigency and emergency, resources development, and domestic policy and planning—its primary agencies. Two additional chapters are devoted respectively to the White House Office and the Office of the Vice-President. Throughout these accounts, ample references provide guidance to relevant source materials and authorities. Part II includes profiles of the principal units of the Executive Office and biographical sketches of a large representative sample of the leaders of those units as well as the senior staff of the White House Office. A chronology of Executive Office organizational developments and statistical data, together with a comprehensive bibliography, further enrich this sourcebook, designed to assist the conduct of studies and research by interested readers in the fields of government and history.

Book excerpt: A deep look into the agency that implements the president's marching orders to the rest of the executive branch The Office of Management and Budget (OMB) is one of the federal government's most important and powerful agencies—but it's also one of the least-known among the general public. This book describes why the office is so important and why both scholars and citizens should know more about what it does. The predecessor to the modern OMB was founded in 1921, as the Bureau of the Budget within the Treasury Department. President Franklin D. Roosevelt moved it in 1939 into the Executive Office of the President, where it's been ever since. The office received its current name in 1970, during the Nixon administration. For most people who know about it, the OMB's only apparent job is to supervise preparation of the president's annual budget request to Congress. That job, in itself, gives the office tremendous influence within the executive branch. But OMB has other responsibilities that give it a central role in how the federal government functions on a daily basis. OMB reviews all of the administration's legislative proposals and the president's executive orders. It oversees the development and implementation of nearly all government management initiatives. The office also analyses the costs and benefits of major government regulations, this giving it great sway over government actions that affect nearly every person and business in America. One question facing voters in the 2020 elections will be how well the executive branch has carried out the president's promises; a major aspect of that question centers around the wider work of the OMB. This book will help members of the public, as well as scholars and other experts, answer that question.
