Book excerpt: This book examines European countries’ engagement in promoting regional integration in the East African Community (EAC). In addition to their usage of the European Union (EU), states employ other bilateral initiatives to channel their regional aid to the EAC. The book explores differing national interests and the decisions to engage with the EAC, both multilaterally via the EU and through their other bilateral channels. In addition to analysing states’ interests, the book goes further, to examine how lack of coordination of those European initiatives creates various challenges in the EAC. It is shown how EAC bureaucrats have to engage separately with the EU and its member states in their different channels, thus experiencing challenges in different stages of their aid project cycles, for instance in the identification, implementation and reporting phases. This book will be an excellent resource for researchers and practitioners focusing on the topics of European promotion of regional integration, development aid, African and European regional integration processes, as well as foreign policy analysis.

Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda and, since 2016, South Sudan. It is the oldest among Africa’s regional economic communities, and among the continent’s most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Now, as the EAC continues to establish its own identity, this book argues that whilst Europe’s history may provide useful insights for EAC member states, the EAC experience could in turn also offer lessons for the European Union. Covering key dimensions such as integration, co-operation, development, trade and investments, this book highlights the intricate and complex relationships between East African states, and it will be of interest to researchers working on economic development, international relations, peace and security and African studies.

Book excerpt: In the last five decades, the world has witnessed dramatic changes. The Cold War has ended, and geopolitical relations among the major powers have been generally stable and tranquil. Moreover, the demise of colonialism has allowed newly independent countries to play a greater role in the international arena, and countries that used to be foes have now joined hands to develop their economies and raise the living standards of their peoples. At the same time, economic integration, both regional and global, has taken a strong hold. There is a growing realization that, for the survival of the modern world, with increasing cross-national links and externalities, global cooperation is a necessity. The opponents of integration argue that it is merely a guise for exploiting people in developing countries, which will cause massive disruptions of lives and with few benefits to the poor. Its proponents, however, point to the significantly reduced levels of poverty in countries that have adopted economic integration, such as China, India, Vietnam, Brazil, Chile, South Africa, Tanzania, and others. The EU experience is a successful example of integrating national economies, but how far should those promoting regional integration in Africa and other regions look to the EU as a model? Can regional and global integration proceed harmoniously? The journey towards fully-fledged regional integration in Africa and beyond could be long, rough and tough. Challenges and fears are enormous, but hopes, opportunities and prospects are immense. From this study it can be further concluded that Regional Integration and Cooperation in the 21st century is a reality and relevant.
