Book excerpt: This book analyses the EU's approach to peacebuilding in its Common Security and Defence Policy (CSDP) missions, and explores how this approach impacts on the EU's role in international conflict management. Peacebuilding carried out through CSDP instruments has become central to the self-conception of the EU as an actor in international conflict management. EU missions and operations have, for the most part, been deployed to promote peacebuilding efforts in post-conflict situations, in particular through capacity-building, reforms and rebuilding of state structures. This book focuses explicitly on the peacebuilding dimension of the CSDP while exploring why and how the EU has adopted peacebuilding in its CSDP actions as a norm and a practice. It analyses how peacebuilding in EU missions is conceptualised, designed, governed and implemented. The book examines the extent to which EU missions and operations reflect a normative and practical commitment of the EU to peacebuilding - that is to say, the extent to which CSDP instruments have been shaped by international peacebuilding norms and EU foreign policy. Drawing on empirical insights from decision- and policy-making processes in Brussels as well as from missions in Mali and in Bosnia and Herzegovina, this book offers critical perspectives on the EU's role as an international peacebuilding actor. This book will be of much interest to students of European security, EU policy, peace and conflict studies, security studies and international relations.

Book excerpt: Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?

Only through partnership with local actors can international norms be c- bined with a respect and understanding of local context, and promote the transfer of responsibilities and ownership to the populations concerned. In this work we need to engage with local civil society as well as representatives of media and local business communities. The link between peace, security and development has been widely recognised by the international community, and as a response, the United Nations Peacebuilding Commission (PBC) was created in 2005. The European Union is committed to actively supporting the work of the Peacebuilding Commission on the basis of its experience, resources and worldwide operability. During the first five years the PBC has brought together all key players on the ground to enable a comprehensive approach to peacebuilding in selected post-c- flict states. In 2010 the progress of the PBC so far will be examined in order to take on board lessons learned for the next steps, ensuring that it can discharge its m- date more effectively and better deliver real progress on the ground. 2010 is also the year for the Review Summit of the UN Millennium Development Goals (MDG) aiming at eradicating poverty. The link between countries affected by fragility and conflict and those lagging most behind in attaining the MDGs indicates clearly the need for stronger ties between security and development efforts.
