Book excerpt: Technological revolutions have increased the world’s wealth unevenly and in ways that have accelerated climate change. This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

Book Synopsis Low-carbon Technology Transfer by : David G. Ockwell

Download or read book Low-carbon Technology Transfer written by David G. Ockwell. This book was released on 2012-12-12. Available in PDF, EPUB and Kindle. Book excerpt: Low carbon technology transfer to developing countries has been both a lynchpin of, and a key stumbling block to a global deal on climate change. This book brings together for the first time in one place the work of some of the world's leading contemporary researchers in this field. It provides a practical, empirically grounded guide for policy makers and practitioners, while at the same time making new theoretical advances in combining insights from the literature on technology transfer and the literature on low carbon innovation. The book begins by summarizing the nature of low carbon technology transfer and its contemporary relevance in the context of climate change, before introducing a new theoretical framework through which effective policy mechanisms can be analyzed. The north-south, developed-developing country differences and synergies are then introduced together with the relevant international policy context. Uniquely, the book also introduces questions around the extent to which current approaches to technology transfer under the international policy regime might be considered to be 'pro-poor'. Throughout, the book draws on cutting edge empirical work to illustrate the insights it affords. The book concludes by setting out constructive ways forward towards delivering on existing international commitments in this area, including practical tools for decision makers.

Book Synopsis Low Carbon Development by : Frauke Urban

Download or read book Low Carbon Development written by Frauke Urban. This book was released on 2013-07-18. Available in PDF, EPUB and Kindle. Book excerpt: Low Carbon Development: Key Issues is the first comprehensive textbook to address the interface between international development and climate change in a carbon constrained world. It discusses the key conceptual, empirical and policy-related issues of low carbon development and takes an international and interdisciplinary approach to the subject by drawing on insights from across the natural sciences and social sciences whilst embedding the discussion in a global context. The first part explores the concept of low carbon development and explains the need for low carbon development in a carbon constrained world. The book then discusses the key issues of socio-economic, political and technological nature for low carbon development, exploring topics such as the political economy, social justice, financing and carbon markets, and technologies and innovation for low carbon development. This is followed by key issues for low carbon development in policy and practice, which is presented based on cross-cutting issues such as low carbon energy, forestry, agriculture and transportation. Afterwards, practical case studies are discussed from low carbon development in low income countries in Africa, middle income countries in Asia and Latin America and high income countries in Europe and North America. Written by an international team of leading academics and practitioners in the field of low carbon development, this book is essential reading for students, academics, professionals and policy-makers interested in the fields of low carbon development, climate change mitigation, climate policy, climate change and development, global environmental change, and environment and development.

Book Synopsis Strategic Drivers of International Low-Carbon Technology Transfer by : Varun Rai

Download or read book Strategic Drivers of International Low-Carbon Technology Transfer written by Varun Rai. This book was released on 2014. Available in PDF, EPUB and Kindle. Book excerpt: Transfer of low-carbon technologies (LCTs) to developing countries has been recognized as important in global efforts to limit climate change. Yet the mechanics of international technology transfer, especially around intellectual property (IP) rights, have remained a controversial issue in international negotiations. Using a new dataset on international partnerships in China and India in three key LCTs -- solar photovoltaics, electric vehicles, and coal gasification/IGCC -- and complementary expert interviews we study the dynamics of the transfer of IP and the underlying drivers that guide the development of business strategies and partnerships in the context of transitioning IP regimes in emerging markets. We find that weak IP regimes are indeed a hindrance to the diffusion of certain classes of LCTs: (i) for cutting-edge technologies, (ii) for fully-embodied (explicitly codified) technologies, and (iii) for LCTs from small firms. However, we also find that IP issues do not represent a barrier to the diffusion of the relatively mature and low to medium cost LCTs that are materially (at scale) most important for CO2 emissions reduction in the short to medium term. Competitive technology supply, shifting market dynamics, and increasingly vigorous domestic innovation (in emerging markets) coupled with mechanisms and opportunities to structure credible IP deals allow for the diffusion of key LCTs to occur within the context of existing business, political, and institutional structures.
