Book excerpt: After twenty-five years of independence, there is little doubt that the five Central Asian states will persist as sovereign, independent states. They increasingly differ from each other, and are making their way in global politics. No longer connected only to Russia, they are now connected in important ways to Afghanistan, South Asia, China, Iran, and each other. This volume covers a wide range of issues and presents the work of emerging scholars authors well-known for their expertise in the region. The first part addresses social issues. Covering a wide range from HIV/AIDs to social media, the rebirth of Islam, outmigration, and problematic borders, this section follows two main currents: political development in the region and states’ responses to transboundary challenges. The second part, addressing economics and security, provides analyses of new infrastructure, informal economies (from bazaars to criminal networks), energy development, the role of enclaves in the Ferghana Valley, and the development of the states’ military structures. This section illuminates the interactions between economic developments and security, and the forces that could undermine both. The final part, comprised of five case studies, offers a “deeper dive” into a specific factor that matters in the development of each Central Asian state. These cases include Kazakhstan’s foreign policy identity, Kyrgyzstan’s domestic politics, Tajikistan’s pursuit of hydropower, foreign direct investment in Turkmenistan, and the perception of everyday corruption in Uzbekistan.

Food riots were witnessed in a number of countries contributing to political instability. There are a number of dimensions to the problem of food insecurity in Tajikistan. This book is an attempt to fill the academic void on Tajikistan, especially pertaining to its food security. This work traces the history of agriculture and food production in Tajikistan from mid-19th century when it came under Russian rule. From its inception, Tajikistan has been facing the ‘geographic handicap’ as it is a mountainous country and only 7 percent of the total land is arable which limits its food production. This book is a detailed study of how Soviet economic geography introduced intensive cotton cultivation in Tajikistan at the expense of food crops. Soviet economic planners felt that a region with hot climate and large water resources should not attempt to grow grains but cotton. In the contemporary context, this book focuses on how the state and international actors have responded to the food insecurity in Tajikistan. Most importantly, the book also analyses the relationship between food security and political stability in Tajikistan.

Book excerpt: Counterterrorism experts and policy makers have warned of the peril posed by the links between violent extremism and organized crime, especially the relationship between drug trafficking and terrorism funding. Yet Central Asia, the site of extensive opium trafficking, sees low levels of terrorist violence. Webs of Corruption is an innovative study demonstrating that terrorist and criminal activity intersect more narrowly than is widely believed—and that the state plays the pivotal role in shaping those interconnections. Mariya Y. Omelicheva and Lawrence P. Markowitz analyze the linkages between the drug trade and terrorism financing in Central Asia, finding that state security services shape the nexus of trafficking and terrorism. While organized crime and terrorism do intersect in parts of the region, profit-driven criminal organizations and politically motivated violent groups come together based on the nature of state involvement. Governments in high-trafficking regions are drawn into illicit economies and forge relationships with a range of nonstate violent actors, such as insurgents, erstwhile regime opponents, and transnational groups. Omelicheva and Markowitz contend that these relationships can mitigate terrorism—by redirecting these actors toward other forms of violence. Offering a groundbreaking combination of quantitative, qualitative, and geographic information systems methods to map trafficking/terrorism connections on the ground, Webs of Corruption provides a meticulously researched, counterintuitive perspective on a potent regional security problem.
