Book excerpt: This book picks up where its predecessor, Somalia between Jihad and Restoration, left off, examining international efforts to stabilize war-torn Somalia. It analyzes major political events in Somalia in the years since 2006, examining opportunities for restoration of the country based on the United Nations-backed plan known as the "Roadmap for the End of the Transition," improved security conditions, and international economics and financial support. The author notes that the time of transition may be over, according to the timetable of the United Nations, but it is clear that the work of transformation is just beginning. In considering whether political and social chaos in Somalia is ending, Shay sees two possible futures. One possibility is the establishment of a reform government that unifies Somali society; another is continued strife that accelerates Somalia's descent into the endless violence of a failed state. Shay believes the international approach to Somalia requires a thorough reassessment. He argues it has been limited to two Western priorities-terrorism and piracy-while largely ignoring domestic issues of critical concern to Somalis. As a result, many Somalis have come to view those participating in the international effort as a foreign occupation.

Book Synopsis Somalia by : Mohamed Sahnoun

Download or read book Somalia written by Mohamed Sahnoun. This book was released on 1994. Available in PDF, EPUB and Kindle. Book excerpt: By 1992, starvation, disease, and death had engulfed Somalia and its people. Plagued by the violence of civil war, Somalia had become a country with few resources and great despair electricity, communications, transportation, health services, and food were all in short supply. As disaster befell the country, the international community proved unwilling or unable to provide the humanitarian and peacekeeping assistance that was desperately needed. The result, contends Mohamed Sahnoun, UN special representative to Somalia in 1992, was the continued spread of a tragedy that had already reached unthinkable proportions. In this compelling volume, Sahnoun describes his first-hand experience in Somalia and argues that if the international community and specifically the United Nations had intervened earlier and more effectively, much of the catastrophe that unfolded could have been avoided. In part a vivid personal memoir and in part a case study of multilateral intervention, the book provides concrete examples of how the failure of international intervention in different phases of the crisis in Somalia led to further deterioration. The author also assesses the reasons for the absence of adequate and timely action and examines how the United Nations can better fulfill its expanded role in promoting stability and providing humanitarian relief in the future."
