Book excerpt: Excerpt from Twenty-Sixth Annual Report of the State Board of Health of the State of Ohio: For the Year Ending December 31, 1911 Bense Act. The Board was unable to accomplish much in the matter of pollution of streams owing to the fact that the Bense Act, giving authority to the Board to proceed in such matters, has been in court during the entire year. The litigation to test the constitutionality of this act originated in the common pleas court of Darke County. The Sate was successful in this court, but on appeal to the circuit court the decision of the common pleas court was overruled, and appeal was taken to the supreme court and an early and favorable decision is hoped for. Ohio River Commission. In September Dr. Probst, as secretray of the Ohio River Sanitary Commission, submitted to the governor a report of the proceedings of the commission to that time. Unfortunately no appropriation was made by legislature for publishing the results of the investigation of the Ohio River by the commission. It would be very desirable to have this report published in monograph form so that it would be available to the many cities, towns and persons especially interested in the condition of this river. Laboratories. A reference to the "Report of the Hygienic Laboratories" will show the large amount of routine work done during the year. Because of the amount of routine work, the small force employed and the cramped quarters, it has not been possible to extend the work. With better quarters and an increased laboratory force it would be possible to do much valuable work that is now impossible. Inspection Of Plumbing. In accordance with an act of legislature a state inspector of plumbing was appointed by the Board on February 15th, 1911, Mr. William C. Groeniger, of Dayton, being the appointee. The report of the inspector does not indicate the amount of work accomplished as, of necessity, much time was spent in getting the department on a working basis. Better results, from the standpoint of inspections made, will be secured during the coming year but if the work increases, as is probable, additional inspectors will be needed. The Ohio Building Code passed by the last General Assembly has, in general, been favorably received. Some changes of a minor character must be made in the Code and other parts not yet completed must be favorably acted upon by the next General Assembly in order to provide the State with a code that will meet all the conditions to be covered. Book excerpt: Excerpt from Tenth Annual Report of the State Board of Health of the State of Ohio: For the Year Ending October 31, 1895 This is the tenth annual report of the State Board of Health, and is for the year ended October 1, 1895. Four meetings of the Board were held during the year; two in Columbus, one in Cleveland and one in Toledo. An abstract of the proceedings of these meetings is given in following pages. The January meeting, held in Columbus, was a joint meeting of the State and local boards of health, the fifth of its kind. The proceedings of that meeting, although properly belonging to this report, were published in the ninth annual report, which was then going through press. Some very valuable papers, interestingly discussed, were presented at this meeting. Health Of The State. So far as reports enable us to speak, the year seems to have been one of general good health, except at its close, when typhoid fever was more than usually prevalent. We must again deplore the fact that Ohio is without a proper system for the collection of vital statistics, which would enable us to present accurate data showing its healthfulness as compared with that of other states, and the healthfulness of its cities and towns as compared with one another. No one knows the number of deaths or the number of births that occurred in Ohio during the past, or any other year.
