Book excerpt: Seeking Rights from the Left offers a unique comparative assessment of left-leaning Latin American governments by examining their engagement with feminist, women's, and LGBT movements and issues. Focusing on the “Pink Tide” in eight national cases—Argentina, Bolivia, Brazil, Chile, Ecuador, Nicaragua, Uruguay, and Venezuela—the contributors evaluate how the Left addressed gender- and sexuality-based rights through the state. Most of these governments improved the basic conditions of poor women and their families. Many significantly advanced women's representation in national legislatures. Some legalized same-sex relationships and enabled their citizens to claim their own gender identity. They also opened opportunities for feminist and LGBT movements to press forward their demands. But at the same time, these governments have largely relied on heteropatriarchal relations of power, ignoring or rejecting the more challenging elements of a social agenda and engaging in strategic trade-offs among gender and sexual rights. Moreover, the comparative examination of such rights arenas reveals that the Left's more general political and economic projects have been profoundly, if at times unintentionally, informed by traditional understandings of gender and sexuality. In Democracy and the Left, Evelyne Huber and John D. Stephens argue that the resurgence of democracy in Latin America is key to this change. In addition to directly affecting public policy, democratic institutions enable left-leaning political parties to emerge, significantly influencing the allocation of social spending on poverty and inequality. But while democracy is an important determinant of redistributive change, it is by no means the only factor. Drawing on a wealth of data, Huber and Stephens present quantitative analyses of eighteen countries and comparative historical analyses of the five most advanced social policy regimes in Latin America, showing how international power structures have influenced the direction of their social policy. They augment these analyses by comparing them to the development of social policy in democratic Portugal and Spain. The most ambitious examination of the development of social policy in Latin America to date, Democracy and the Left shows that inequality is far from intractable—a finding with crucial policy implications worldwide.

Despite abundant resources—and a history of productivity and wealth—in recent decades the region has fallen further and further behind developed nations, surpassed even by other developing economies in Southeast Asia and elsewhere. In Left Behind, Sebastian Edwards explains why the nations of Latin America have failed to share in the fruits of globalization and forcefully highlights the dangers of the recent turn to economic populism in the region. He begins by detailing the many ways Latin American governments have stifled economic development over the years through excessive regulation, currency manipulation, and thoroughgoing corruption. He then turns to the neoliberal reforms of the early 1990s, which called for the elimination of deficits, lowering of trade barriers, and privatization of inefficient public enterprises—and which, Edwards argues, held the promise of freeing Latin America from the burdens of the past. Flawed implementation, however, meant the promised gains of globalization were never felt by the mass of citizens, and growing frustration with stalled progress has led to a resurgence of populism throughout the region, exemplified by the economic policies of Venezuela’sHugo Chávez. But such measures, Edwards warns, are a recipe for disaster; instead, he argues, the way forward for Latin America lies in further market reforms, more honestly pursued and fairly implemented. As an example of the promise of that approach, Edwards points to Latin America's giant, Brazil, which under the successful administration of President Luis Inácio da Silva (Lula) has finally begun to show signs of reaching its true economic potential. As the global financial crisis has reminded us, the risks posed by failing economies extend far beyond their national borders. Putting Latin America back on a path toward sustained growth is crucial not just for the region but for the world, and Left Behind offers a clear, concise blueprint for the way forward.
