As you are aware, Mr. Chairman, the current Enabling Acts re quire the Supreme Court to transmit proposed rules to Congress during a regular session, but not later than May 1. Under the present acts, the rules automatically become effective unless Con gress takes some action within 90 days - except for evidence rules, when the period of time is 180 days.
