Book excerpt: Project 0-4517 was established to summarize the results from the Lufkin experiment on US 59 and to develop statewide guidelines on how to select rehabilitation strategies for jointed concrete pavements (JCP). This year 1 report reviews the performance of the six experimental sections on US 59 and makes recommendations for statewide implementation. The best performing section in Lufkin was the flexible base overlay, which involved placing high-quality crushed limestone directly over the JCP followed by an underseal and thin asphalt overlay. This was also one of the least expensive treatments used in the experiment. The large stone mix also gave good performance, but the crack and seat and full-depth repair techniques did not perform well. A forensic investigation was conducted to attempt to explain the variation in treatment performance. To complement the Lufkin results, a review is also presented of the performance of other JCP rehabilitation techniques recently evaluated by TxDOT districts. An evaluation of crack retarding asphalt layers (Strata(R)), grid layers (GlasGrid(R)) and slab fracturing techniques is also included in the report.

Book excerpt: Deterioration in Portland Cement Concrete (PCC) pavements can occur due to distresses caused by a combination of traffic loads and weather conditions. Hot mix asphalt (HMA) overlay is the most commonly used rehabilitation technique for such deteriorated PCC pavements. However, the performance of these HMA overlaid pavements is hindered due to the occurrence of reflective cracking, resulting in significant reduction of pavement serviceability. Various fractured slab techniques, including rubblization, crack and seat, and break and seat are used to minimize reflective cracking by reducing the slab action. The main objective of this project is to develop a mechanistic-empirical (ME) design aproach for the HMA overlay thickness design for fractured PCC pavements. In this design procedure, failure criteria such as the tensile strain at the bottom of HMA layer and the vertical compressive strain on the surface of subgrade are used to consider HMA fatigue and subgrade rutting, respectively. The developed ME design system is also implemented in a Visual Basic computer program.

Book excerpt: In 1998, a 19 km portion of Highway 2 located between Woodstock and Thamesford was transferred from the provincial jurisdiction to the County of Oxford, Ontario. County Road 2 was a concrete pavement with 75 mm of hot mix asphalt surfacing. The pavement serviceability was considered poor mainly due to the multiple active joints and rocking of the concrete slabs. In 1999, the County of Oxford made the decision to restore the serviceability of the new County Road 2 using a rehabilitation method that would provide smooth ride, mitigate cracking and eliminate the rocking effect of the concrete slabs. The retained rehabilitation strategy included rubblization of the concrete pavement, cold recycling of the old hot mix asphalt surfacing and placement of new hot mix asphalt surfacing. The rehabilitation of County Road 2 was carried out in three phases and the last phase was completed in the summer of 2001. The experience acquired with every phase of work contributed to define and optimized a construction method that minimizes both, the rehabilitation costs and the construction risks associated with the break up of the concrete pavement structure. This paper presents an overview of the approach undertaken by the County of Oxford to establish a pavement rehabilitation strategy and the step taken to optimize the usage of rubblization and cold recycling of the old hot mix asphalt surfacing.
