Book excerpt: The U.S. Navy released its A Cooperative Strategy for 21st Century Seapower in 2007. Written in conjunction with the U.S. Marine Corps and the Coast Guard, the strategy defines six core capabilities that will achieve the overarching maritime and national strategic end states of preventing war and building partnerships. The CNO reaffirmed the Navy's commitment to the precepts of the Cooperative Strategy as recently as October 2010 in a memorandum entitled "Executing the Maritime Strategy". The U.S. is now beginning to redeploy units from Iraq and Afghanistan in an effort to end years of combat operations in the Middle East while, at the same time, it is examining every avenue possible for minimizing defense expenditures. With the reduced number of deployed combat forces, the U.S. Navy is likely to become the first choice of policymakers for foreign engagement, humanitarian response, and for signaling national interests. Given this probability and the looming era of fiscal retraction, it is time to revise and update the 2007 strategy, and to define: 1) how it supports the National Security Strategy; 2) what assets the Navy requires to achieve its missions; 3) and how the Navy will partner with allied nations to maximize capabilities.
