Book excerpt: The report in Oct. 1981 by the U.S. Comm. on Civil Rights entitled "Who is Guarding the Guardians" remains almost 20 years later a major publication on police practices and civil rights. Many of its findings and recommendations still ring true today. The present report seeks to build on the groundwork created by Guardians and is not intended to replace Guardians or its research and analysis which remain relevant to the examination of current police practices. The goals of this report are to: (1) expand upon the principles and findings outlined in Guardians; and (2) explore the manner by which police practices have evolved since the publication of Guardians.
