Book excerpt: The third-year evaluation of the federally funded Washington, D.C. voucher program shows that low-income students offered vouchers in the first two years of the program had modestly higher reading scores after three years but showed no significant difference in mathematics. Students were randomly assigned to treatment and control groups, and the authors assessed the treatment effect on the overall, combined sample as well as some sample subgroups. The authors, however, interpret the results in ways that raise questions given some of their own findings. For instance, the report downplays the implications of the subgroup results showing that higher reading scores for those offered vouchers were concentrated in the first (2004) cohort, which did not include elementary-grade students and had more private school places available to it. The effect was also focused on students scoring higher on the baseline test, on those who had not attended the most troubled D.C. public schools, and on female students. Further, some of the most interesting results of the study were related to student choice behavior rather than increases in test scores. For example, one-fourth of voucher recipients never used their vouchers, many used them only part of the time, and almost all switched schools at least once. The report could have done far better in analyzing the results of the experiment by presenting them in a more nuanced fashion that focused on the possibility of varied effects with different populations and in different contexts and discussed the limitations of the results for more generalized large-scale applications. Book excerpt: "Evaluation of the DC Opportunity Scholarship Program: Impacts After Three Years" examined whether the "Opportunity Scholarship Program," which offers vouchers to students to attend private schools, improved the reading and math achievement of low-income students. The study analyzed data on about 1,500 K-12 students in the District of Columbia who applied for vouchers through the program in either 2004 or 2005. The study found that, after three years, students who were offered vouchers to attend private schools had reading scores about one-eighth of a standard deviation greater than control group members. This is roughly equivalent to 3.1 months of additional learning over three school years. The research described in this report is consistent with What Works Clearinghouse (WWC) evidence standards. WWC indicates the study's strength is that it is equivalent to a randomized controlled trial because the groups of students contrasted in the study were formed by random lottery. However, WWC indicates a caution of the study is more than 30% of the approximately 2,300 initial study participants were not able to be tested and are excluded from the analysis. Book excerpt: Called the DC Opportunity Scholarship Program (OSP) since its inception, the federally funded program provided scholarships of up to $7,500 for low income residents of the District of Columbia to send their children to participating private schools. Overall, low-income students who were awarded vouchers to attend private schools through the OSP were performing at similar levels in reading and math 4 to 5 years later as students who also applied to the OSP, but were not awarded scholarships. However, students awarded vouchers graduated at significantly higher rates than did their counterparts, according to parent reports. The OSP also had a positive impact on parents' satisfaction with their child's school and their perceptions of the school's safety, but students themselves rated school satisfaction and safety the same whether they received a voucher or not. Book excerpt: The District of Columbia School Choice Incentive Act of 2003, passed by the Congress in January 2004, established the first federally funded, private school voucher program in the United States. The purpose of the new scholarship program is to provide low-income parents, particularly those whose children attend schools identified for improvement or corrective action under the Elementary and Secondary Education Act, with "expanded opportunities to attend higher performing schools in the District of Columbia" (Sec. 303). As part of this legislation, the Congress mandated a rigorous evaluation of the impacts of the Program, now called the DC Opportunity Scholarship Program (OSP). This paper presents findings from the evaluation on the impacts 3 years after families who applied were given the option to move from a public school to a participating private school of their choice.
