Those who enter public service after the law is placed on the statute books are obliged to accept it as a part of their contract of employ ment. Those already in the service at the time of the passage of the act are given the option to come within the act by not refusing its acceptance, or to give notice that they do not care to come under the act, and therefore elect to leave the public service within ninety days from the date of their choice.
