Book excerpt: This book explores post-Soviet Eurasian regional security governance, as embedded in the military alliance of Collective Security Treaty Organization (CSTO). CSTO was established in 2002 and consists of six post-Soviet countries: Russia, Belarus, Armenia, Tajikistan, Kazakhstan and Kyrgyzstan. Moving studies of regional security governance beyond the so-called Eurocentrism trend expressed, inter alia, via the focus on Western military alliance, such as NATO, this book examines CSTO as a new, post-Soviet form of regional security cooperation by looking at the reasons and drivers behind the establishment of the post-Soviet Eurasian security governance; the organization's institutional design; the military capabilities of its member states; the degree of the members' integration within the alliance; the cooperation pattern adopted by CSTO members; as well as the effect and effectiveness of this military alliance. Igor Davidzon is an independent researcher in international relations. He previously completed post-doctoral research in the Center for Transnational Relations, Foreign and Security Policy at Freie Universität Berlin, Germany. He is the author of Patterns of Conventional War fighting under the Nuclear Umbrella (2020).

The North Atlantic Treaty Organisation, the institution that best served the security interests of the West in its competition with the Soviet Union, is now relatively ill-equipped resolve the threats emanating from Eurasia to the Atlantic system of security governance. This book investigates the important role played by identity politics in the shaping of the Eurasian security environment. It investigates both the state in post-Soviet Eurasia as the primary site of institutionalisation and the state's concerted international action in the sphere of security. This investigation requires a major caveat: state-centric approaches to security impose analytical costs by obscuring substate and transnational actors and processes. The terrorist attacks on the World Trade Center and the Pentagon marked the maturation of what had been described as the 'new terrorism'. Jervis has argued that the western system of security governance produced a security community that was contingent upon five necessary and sufficient conditions. The United States has made an effort to integrate China, Russia into the Atlantic security system via the Partnership for Peace (PfP) programme and the Euro-Atlantic Partnership Council. The Black Sea Economic Cooperation has become engaged in disseminating security concerns in fields such as environment, energy and economy. If the end of the Cold War left America triumphant, Russia's new geopolitical hand seemed a terrible demotion. Successfully rebalancing the West and building a collaborative system with Russia, China, Europe and America probably requires more wisdom and skill from the world's leaders.

Book excerpt: Through invasions, migrations, trade and cultural exchange, developments in Central Eurasia have, for millennia, impacted upon the history of both Europe and Asia. For the last three hundred years, Central Eurasia has been the stage upon which great empires clashed. Following the dissolution of the Soviet Union, Central Eurasia has once again emerged as a region of geo-political concern with various new international actors involved: the USA, international monetary organizations, strategic alliances, TNCs, NGOs, regional blocks, as well as criminal groups and ethno-religious movements. The new ‘centrality’ of Central Eurasia brings new security threats to the region’s population, to Europe and to the rest of the world. Repressive political regimes and marginalization of whole groups of the population inflame conflicts that spill across national borders. Migration to Europe, both legal and illegal, the illicit production and trade of drugs are the direct outcome of social-economic destabilization in Central Eurasia. Territorial disputes, border conflicts and competition for resources among the Central Eurasian ethnicities have become the unfortunate reality. Post-Soviet Central Eurasia, as a direct neighbor to the turbulent Middle East, is a potential playground for extremist movements: radical Islamic groups and terrorist organizations. The contributors to this book, coming from various theoretical schools and presenting innovative interdisciplinary approaches, provide their views on the socio-political challenges confronting the nine Central Eurasian states - Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, Mongolia, Armenia, Azerbaijan and Georgia. Book excerpt: This book builds on theory of authoritarian regionalism and is the first attempt to analyse the interaction of authoritarian regional organizations in Eurasia with their global and regional counterparts (NATO, EU, WTO, IMF etc.). It analyses three decades of the development of post-Soviet regional organizations prior to the tectonic geopolitical and security changes of 2022. Eurasian regional organizations created by Russia have been frequently perceived as attempts to establish ‘alternatives’ to the global governance institutions and to compete with other regional organizations like, for example, the European Union (EU). They are seen as a pronounced example of ‘authoritarian regionalism’, i.e., regional organizations established by non-democracies. The way they interact with global and regional institutions has, however, remained understudied. This book aims to close this gap. It places Eurasia within a global context and considers similar trends world-wide as well as outlines the agenda for future studies of global versus regional governance. The book sheds light on long-term strategies of Russia in Eurasia, in global economy and in world politics, and on the interaction between Russia and other post-Soviet states. With an extended introduction and conclusion, this book is an insightful resource for scholars; advanced students; and researchers of politics, international relations, and Eurasian area-studies. The chapters in this book were originally published as a special issue of Post-Communist Economies.
