Book excerpt: This book makes a case for a reorientation of the nuclear nonproliferation regime, posing an alternative conceptualization of nuclear order centered on the regional level. It draws on an array of theoretical tools from the literatures on regionalism, security governance, and international institutions, developing a framework that analyzes the conditions that would allow for more robust regional nuclear cooperation. These include the presence of (1) institutional architecture, (2) political, economic, and military relations among states, and (3) fundamental regional awareness and identity. Wan then deploys this theoretical approach to several case studies, including Northeast Asia, Southeast Asia, and the Middle East, focusing on two interrelated questions. First, what is the viability of a stronger regional nuclear order in the region? Second, what form would such an order most likely take? In the process, the book identifies the magnitude and character of the proliferation challenge specific to each region. It also considers the existing character of nuclear cooperation at the regional level. Wan presents the historical development of regional nuclear order in Latin America as a model for the rest of the world. In this area, regional institutions--ranging from organizations to dialogues to ad hoc arrangements--gradually became more involved across economic, environmental, and human security domains, providing the foundation for multilateral cooperation in the nuclear arena. As his analysis shows, in light of the contemporary proliferation landscape, the establishment and strengthening of such regional nuclear orders is essential.

Considerable progress has been made over the decades, but this has always required close US-Russian cooperation. At present, further progress is likely blocked by the return of Vladimir Putin to the Russian presidency and the toxic US-Russia relationship. The classic road toward nuclear disarmament appears to be closed for the foreseeable future, but there may be another route. In the last fifty years, well-conceived regional treaties have been developed in Latin America, the South Pacific, Africa, Southeast Asia, and Central Asia. These arrangements have developed for many and varied political and security reasons, but now virtually all of the Southern Hemisphere and important parts of the Northern Hemisphere are legally nuclear-weapon-free. These regional nuclear weapon disarmament treaties are formally respected by the five states recognized under the Non-Proliferation Treaty (NPT) as nuclear weapon states: the United States, the United Kingdom, Russia, France, and China--often referred to collectively as the P-5 states. Variations of these regional treaties might eventually be negotiated in the Middle East, Northeast Asia, and South Asia, setting aside the P-5 states until the very end of the process. With regional agreements in place around the globe, negotiation among the P-5 states would be all that stands between the world community and the banishment of nuclear weapons, verifiably and effectively worldwide. By the time this point is reached, Russia and the United States might be able to cooperate. Over time, however, states have created a number of other mechanisms for organizing international cooperation to promote nonproliferation. Examples range from regional efforts to various worldwide export-control regimes and nuclear security summit meetings initiated by U.S. president Barack Obama. Many of these additional nonproliferation arrangements are less formal and have fewer members than the global treaties. International Cooperation on WMD Nonproliferation calls attention to the emergence of international cooperation beyond the core global nonproliferation treaties. The contributors examine why these other cooperative nonproliferation mechanisms have emerged, assess their effectiveness, and ask how well the different pieces of the global nonproliferation regime complex fit together. Collectively, the essayists show that states have added new forms of international cooperation to combat WMD proliferation for multiple reasons, including the need to address new problems and the entrepreneurial activities of key state leaders. Despite the complications created by the existence of so many different cooperative arrangements, this collection shows the world is witnessing a process of building cooperation that is leading to greater levels of activity in support of norms against WMD and terrorism.
