Book excerpt: The Middle East and North Africa (MENA) region is experiencing a time of momentous change. Some countries are in the midst of a profound political, economic, and demographic transition, others are striving to emerge from protracted conflict, yet others are experiencing internal tensions and rising demands for more citizen voice. This period of change and uncertainty presents challenges and opportunities, including with regard to gender issues. Yet some governments may not prioritize gender issues, while in others there could be a regression. MENA Regional Gender Action Plan (RGAP) is part of the World Bank's institutional commitment to operationalize the policy priorities identified in the WDR 2012 and the regional companion to the World Development Report (WDR) 2012. The MENA Regional Gender Action Plan (RGAP) will require that the Bank be nimble and practical in its approach to advancing gender equality in the region. The MENA RGAP provides a two-pronged approach to supporting MENA countries in advancing gender equality: Prong 1: through country programs; and Prong 2: championing dialogue.

Recognizing the multifaceted nature of the region, characterized by a spectrum of situations, the strategy incorporates a precise set of indicators that extend until 2027. This extended timeframe facilitates a systematic review of the strategy, allowing for adjustments and refinements to be made, ensuring its continued relevance and effectiveness until the targeted horizon of 2030. A collaborative agreement between FAO colleagues and the International Training Centre of the International Labour Organization (ITCILO) brought in experts in gender equality and results-based management to develop this strategy.

Book excerpt: Progress towards gender equality in the Middle East and North Africa (MNA) region is a descriptive note on progress and gaps towards gender equality and women's empowerment in the region, produced to provide the situational context to the World Bank Group's regional gender action plan (RGAP) FY18-23. It shows that the MNA region has made considerable gains in women's access to education and health, and identifies persistent challenges that remain. Specifically, gaps need to be addressed in the areas of women's economic opportunities (labor force participation, financial inclusion), women's voice and agency (political participation, gender based violence, etc.), and gender specific vulnerabilities in conflict and fragility, as well as women's participation in reconstruction efforts. In addition, the note shows that development outcomes are correlated with the larger issue of norms and stereotypes related to women's role in society, another area in which MNA lags behind other regions.
