Book excerpt: This book tackles the question of how to characterise and account for recentralisation in Colombia between central and lower levels of government across a 26-year period. Around the world, the COVID-19 pandemic has once again put the distribution of responsibilities, resources, and authority between different levels of government at the heart of political debate. This book brings this issue to light as a topic central to the study of public administration.Drawing on extensive fi eldwork with more than a hundred interviews with former presidents, ministers, members of congress, governors, local mayors and subnational public offi cials, as well as documentary sources, it begins with a historical account of recentralisation processes in the world. It then proposes a theoretical framework to explain these processes, before tracing and carefully comparing recentralisation episodes in Colombia using theory-guided process tracing.

Download or read book OECD Economic Surveys: Colombia 2024 written by OECD. This book was released on 2024-09-17. Available in PDF, EPUB and Kindle. Book excerpt: After a robust recovery from the COVID-19 crisis, Colombia's economic growth is returning to a low potential. Medium-term growth prospects depend on maintaining Colombia's strong macroeconomic framework and enacting reforms to create a business-friendly environment which can attract high levels of investment. Implementing fiscal consolidation and adhering to fiscal rules would prevent rising financing costs and safeguard debt sustainability. Reforms to raise tax revenues and improve spending efficiency are needed to create fiscal space for social and productive investment needs. Enhancing the investment climate requires reducing regulatory uncertainties and tackling corruption. Creating connected transport infrastructure, strengthening subnational government capacities and improving equalisation mechanisms in the fiscal transfer system would foster balanced development across the country. Addressing informality, gender gaps, and improving education quality would boost productivity and reduce social disparities. Investing in climate adaptation, renewable energy, and establishing stable regulatory frameworks are key for a climate-resilient economy and achieving carbon neutrality by 2050. Book Synopsis The Colombian Economy and Its Regional Structural Challenges by : Eduardo A. Haddad

Download or read book The Colombian Economy and Its Regional Structural Challenges written by Eduardo A. Haddad. This book was released on 2023-05-30. Available in PDF, EPUB and Kindle. Book excerpt: This book examines regional structural challenges on Colombia’s path to sustainable social cohesion and regionally inclusive growth. These challenges can be divided into three main groups: (i) those that focus on competitiveness and the supply side, (ii) those that arise from critical business cycle issues on the demand side, and (iii) those concerning environmental sustainability, employment and social inclusion. The contributions, written by experts on Latin American economics and regional science, apply quantitative simulations based on a unified general equilibrium framework and address a wide range of topics, including: Colombia’s competitive integration in global markets, human capital profiles, regional economic disparities and public and private mechanisms of interregional income transfer. The challenges entailed by such high-profile and long-term issues as productivity growth and climate change are also analyzed. In addition, the book positions Colombia’s experiences in an international comparative context. It argues that many other Latin American countries face similar challenges and provide evidence to substantiate this claim. By doing so, it offers valuable policy lessons for Latin American countries with similar difficulties.
