Book excerpt: As history has shown, it is important to correctly identify the nature of a war in which one is engaged so that an appropriate strategy can be developed to win the war. As the United States enters the fourth year in the Global War on Terrorism (GWOT), it is important to examine three issues that are crucial for winning the war: first, a re-assessment of the GWOT as a war against global insurgency rather than a war against terrorism; second, an analysis of the concept of the center of gravity as it relates to the GWOT; and third, an examination of potential enemy and friendly centers of gravity and their impact on the conduct of the war. Through this examination of the GWOT, the author hopes to point out some possible shortcomings of current U.S. strategy and provide possible alternatives that could be followed to ensure victory in the shortest time and at the lowest possible cost.

Book excerpt: In contrast with previous wars aimed at overcoming ideologies such as fascism in World War II or communism in the Cold War, the current "Global War on Terrorism" represents the first American war aimed at a means to an end vice the end itself. Without doubt, the increased ambiguousness of the adversary in this war presents new and more complex challenges in successfully assessing the Clausewitzian dictum of center of gravity. Previously, it was sufficient to pronounce a nation's military, or its leadership, or its national wealth as its center of gravity, and having identified such, a suitable set of objectives could be fashioned to damage or destroy an adversary's ability to wage war or his will to fight. However, a war against terrorism demands that one go much further. It is not enough to target any particular terrorist group's tangible critical factors, such as money, manpower, and bases in the efforts to eliminate that organization. In addition, one must stamp out the very reason that group came into being in the first place, or at least mitigate their influence on their constituent (or non-constituent) audiences. Therefore, the true center of gravity in this conflict can be none other than the connection between a terror organization and its popular base; the true center of gravity is its message.

Book excerpt: With the quick military victories in Afghanistan and Iraq, one might be lulled into thinking that the Global War on Terror will be a quick military fight in accordance with Weigley's American way of war. This study cautions against such views and the desire to employ the concept of decisive battle in this protracted war on terror. This study looks at the historical and theoretical basis for decisive battle and assesses its impacts on the current doctrine of our military. With this foundation, the study then uses limited references to three case studies that share similar characteristics with the Global War on Terror to assess the impact of decisive battle. In light of theory and the hard lessons of selected application, this study examines the relevance of decisive battle to the Global War on Terror. Comparison of the Global War on Terror with historical case studies demonstrates that military power will likely continue to play a prominent role in conflict termination, but the military itself is not enough. The very nature of the Global War on Terror requires more than quick military victory to produce conflict termination.

Book excerpt: This volume is a collection of articles that critically examine the efficacy, ethics, and impact of the War on Terror as it has evolved since 9/11. During the decade and a half of the Global War on Terror (GWOT), numerous books have considered the political, psychosocial, and economic impacts of terrorism. However, there has been little systematic effort to examine the effectiveness of the GWOT in achieving its goals. Furthermore, there is virtually nothing that presents a comparative analysis of the GWOT by the people most directly affected by it—citizens and scholars from conflict zones in the Middle East. There is, therefore, great need for a book that analyzes the strategies, tactics, and outcomes of the GWOT and that also presents facts and ideas that are missing or underrepresented in the dominant public narratives. The contributions in this volume were chosen to specifically address this need. In doing so, it uniquely provides not only Western perspectives of the GWOT, but also importantly includes perspectives from the Middle East and those most directly affected by it, including contributions from scholars and policy makers. Overall, the contributions demonstrate how views differ based on geographical location, and how views have changed during the course of the still-evolving War on Terror. The book will be of much interest to students and scholars of terrorism and counter-terrorism, foreign policy, Middle Eastern politics, security studies and IR, as well as policy makers.
