Book excerpt: This title was first published in 2000: A comparative analysis of market transformation in Poland, Belarus and the Baltic states with particular emphasis on cross-national variations in speed and direction of post-Communist economic reforms. While many studies tend to concentrate on the economic aspects of market reforms, analysis of the broader institutional framework is less common. This book, therefore, focuses on the influence of historical and cultural conditions on the formation of economic policy. The findings presented indicate that, far from being a purely rational process driven exclusively by considerations of economical efficiency, post-Communist market transformation is influenced by socio-political and cultural factors which are able to account for cross-national variations in speed and direction of reforms.

Book excerpt: The postcommunist countries were amongst the most fervent and committed adopters of neoliberal economic reforms. Not only did they manage to overcome the anticipated domestic opposition to 'shock therapy' and Washington Consensus reforms, but many fulfilled the membership requirements of the European Union and even adopted avant-garde neoliberal reforms like the flat tax and pension privatization. Neoliberalism in the postcommunist countries went farther and lasted longer than expected, but why? Unlike pre-existing theories based on domestic political-economic struggles, this book focuses on the imperatives of re-insertion into the international economy. Appel and Orenstein show how countries engaged in 'competitive signaling', enacting reforms in order to attract foreign investment. This signaling process explains the endurance and intensification of neoliberal reform in these countries for almost two decades, from 1989–2008, and its decline thereafter, when inflows of capital into the region suddenly dried up. This book will interest students of political economy and Eastern European and Eurasian politics.

Weak and distorted state capacity has come to be widely recognized as a key obstacle to successful transformation—including economic modernization and growth as well as the consolidation of democracy. However, so far little systematic research has been carried out on state capacity per se and on how to explain its development. The book provides new insights in considering the evolution of Ukraine since 1992, offering an in-depth view of institutional development in crucial areas and thus tracing the process of state-building. It draws comparisons with developments in Belarus, Lithuania, and Russia (based on field research). To capture the process of state-building empirically, focuses on the extraction and expenditure systems which are a central pillar of state capacity and also a central link between citizens and the state. The book also sheds light on how Ukraine’s potential ‘second transition’ currently under way will have an impact on its institutional system.
