Book excerpt: After first reviewing the issue of vacuum energy (the cosmological constant problem) in the Einstein theory, the covariant path integral for gravity in four dimensions is constructed. The problem of vacuum energy requires determining the correct ground state of the quantum theory of gravity, and as such is an infrared problem, arising prior to and independently of the physics of the Planck scale. It is addressed in these lectures by studying the infrared fixed point of the low energy effective action of the conformal factor generated by the quantum trace anomaly in four dimensions. The infrared fixed point of this effective theory describes a conformally invariant phase of gravity with a vanishing effective cosmological term.
