Book excerpt: Winner of the Harold Lasswell Award of the American Political Science Association The FSFIC failed spectacularly during the 1980s, costing taxpayers an estimated $200 billion. In this award-winning analysis, Rom examines the political causes of this "thrift tragedy." He directly confronts-and rejects-the dominant scholarly "public choice" view that public officials were motivated mainly be self-interest. Instead, Rom argues that politicians and bureaucrats generally acted in the "public spirit" by attempting to obtain the common interest as they saw it. Using new evidence and innovative methods, Rom demonstrates that FSLIC's failure unfolded because of commitments that officials had made in the past and their uncertainties about how to fulfill these obligations in the future.

Download or read book Economics, Politics, and American Public Policy written by James J. Gosling. This book was released on 2015-01-28. Available in PDF, EPUB and Kindle. Book excerpt: This text introduces students to the interrelationship of politics and economics in American public policymaking: how economic concerns have been legislated into law since Franklin Roosevelt's time and how politics (e.g., Washington gridlock) affects the economy and the making of public policy. Students learn how to measure various indicators of economic performance, how the U.S. economy works (domestically and with international linkages), and how and why policymakers act to stabilise an economy in an economic downturn. Additionally, many social insurance programs (Social Security, Medicare, Medicaid) are explained and the current fiscal issues concerning current/future costs are treated in some detail. The book concludes with a full chapter case study on the Obama administration's response to the Great Recession and its dealings with Congress; the implementation of the Affordable Care Act is also discussed.

Book Synopsis From Buildings and Loans to Bail-Outs by : David L. Mason

Book excerpt: For most Americans, the savings and loan industry is defined by the fraud, ineptitude and failures of the 1980s. However, these events overshadow a long history in which thrifts played a key role in helping thousands of households buy homes. First appearing in the 1830s savings and loans, then known as building and loans, encourage their working-class members to adhere to the principles of thrift and mutual co-operation as a way to achieve the 'American Dream' of home ownership. This book traces the development of this industry from its origins as a movement of a loosely affiliated collection of institutions into a major element of America's financial markets. It also analyses how diverse groups of Americans, including women, ethnic Americans and African Americans, used thrifts to improve their lives and elevate their positions in society. Finally the overall historical perspective sheds new light on the events of the 1980s and analyses the efforts to rehabilitate the industry in the 1990s.
