Book excerpt: Proper drainage is essential for pavement to maximize life expectancy and minimize maintenance. Culverts are a critical asset to facilitate drainage. As with many assets, culverts deteriorate with age and require regular inspection. It is important to have a formalized process of inventory and inspection that is efficient and can effectively support culvert asset management. The current culvert inspection and asset management processes for the Indiana Department of Transportation (INDOT) have been modeled over the years on the bridge inspection process and were recently evaluated. A study was undertaken to further evaluate the current culvert asset management practices. Approximately 700 small culverts and catch basins were visited and evaluated using both the traditional culvert inspection practices and a revised asset management evaluation scale. The paper summarizes the findings of this evaluation and concludes by making recommendations for process improvements. These recommendations include the addition of photos to the culvert database, a revised rating scale, advanced planning of inspection schedules, a formalized process for culvert reassessments, the creation of a separate catch basin inlet inventory, various improvements to the inventory process, and a dedicated staff to complete inspections efficiently. It is also noted that building a reliable database will show historical trends and can eventually lead to a study of small culvert inspections and culvert longevity, which will lead to improved asset management.

Book excerpt: Drainage infrastructure systems (culvert, storm sewer, outfall and related drainage elements) are mostly buried underground and are in need of special attention in terms of proactive/preventive asset management strategy. Drainage infrastructure systems represent an integral portion of roadway assets that routinely require inspection, maintenance, repair and renewal. Further challenges are the wide geospatial distribution of these infrastructure assets and environmental exposure. There has been considerable research conducted on culverts, but mostly looked at the problem from a traditional structural/geotechnical perspective. Asset management procedures for culverts and drainage infrastructure systems are complex issues, and can benefit a great deal from an optimal asset management program that draws from programs pertaining to buried pipes. The first and most important step in an asset management initiative is the establishment of mechanism for asset inventory and asset conditions in a format compatible with the routine procedures of field operators and inspectors. The first objective of this research project was to develop field protocols and operational business rules for inventory data collection and management and inspection of drainage infrastructures in terms of types of data to be collected, frequency of inspection, and analysis and reporting mechanisms. After review of these protocols by the project oversight committee, a pilot study was conducted to verify efficiency of their implementation. The condition assessment protocol introduced is useful in evaluating the overall condition of culverts and can be used for decision making regarding the repair, renewal or replacement of culverts. For the second objective of this project, investigators examined the inventory and inspection protocols employed by Ohio Department of Transportation (ODOT) and developed a decision support platform, which establishes a link between the inspection results and appropriate repair, renewal and replacement procedures. After applying the recommended procedures, the transportation agencies can better track the conditions of culverts thereby reducing the risks of culvert failures.

The objectives of the study are to increase the understanding and confidence necessary to design and execute a culvert asset management plan in Alaska. The essential features of a CAMP are the use of inventory, inspection and rating data, and life cycle planning models based on engineering and economic analysis. These features will lead to the development of optimal strategies and investments for maximum value and minimal risk. The strategies, investments, and results are subsequently measured to determine their effectiveness and success, to ensure that Department objectives are achieved. Culvert inventories should be developed and managed by the three individual regions. The inventory attributes to be selected for measurement should be chosen to answer the core question: what is the current state of the physical asset? Culvert inspection teams have two tasks: 1) assess service performance, and 2) make accurate ratings that are repeatable by other inspectors. A database software product should be selected for use in all three regions. The use of a single database software package will allow regional control over inventory management, and enable the seamless creation of a living active statewide culvert inventory database.

Book excerpt: Expanded abstract: Iowa Department of Transportation (IA DOT) is finalizing research to streamline field inventory/inspection of culverts by Maintenance and Construction staff while maximizing the use of tablet technologies. The project began in 2011 to develop some new best practices for field staff to assist in the inventory, inspection and maintenance of assets along the roadway. The team has spent the past year working through the complexities of identifying the most appropriate tablet hardware for field data collection. A small scale deployment of tablets occurred in spring of 2013 to collect several safety related assets (culverts, signs, guardrail, and incidents). Data can be collected in disconnected or connected modes and there is an associated desktop environment where data can be viewed and queried after being synced into the master database. The development of a deployment plan and related workflow processes are underway; which will eventually feed information into IA DOTs larger asset management system and make the information available for decision making. The team is also working with the IA DOT Design Office on Computer Aided Drafting (CAD) data processing and the IA DOT Construction office with a new digital As-Built plan process to leverage the complete data life-cycle so information can be developed once and leveraged by the Maintenance staff farther along in the process.
