Book excerpt: Excerpt from Proceedings of the Trustees at Their Meeting By Peabody aid I have increased the number of colored Normals from 26 in 1896, to 33 in 1897, and there is a three months' Normal for the colored teachers of eastern Arkansas yet to be held. The records of the colored Normals show that out of an enrolled teaching force of in 1896, we have had at the colored Normals teaghers. These have been under competent instructors, supervised by myself in person, and the good that has been accomplished is inestimable. Not only have the strength and usefulness of the colored teachers been improved by presenting to and requiring of them the knowledge and use of better methods and systematic study, but there has also been produced a better and higher grade of good feeling between the citi zens of both races. Each colored Normal of the 33 was daily attended by many of our best white citizens, who gathered to see the work and to encourage the colored man in his efforts to reach higher standards of effectiveness in scholarship and in manhood, When we consider that the registered school-teaching force in the State was' in 1896, black and white, and that the number attending the Normals this year was the question arises, what caused the large increase in membership at the Normals? It can truthfully be answered that it was due to the invigo rating effect of the county Normal system for the past three years, aided and assisted so generously by your benevolent agency. The most distinguished of America's citizens, whose death elicited such expressions of personal respect and of nationality and loyalty, as President, as Trustee, as private citizen, was urgent in advocacy of this paramount measure of relief and safety. In an address, in 1875, before the Society of the Army of the Tennessee, General Grant used this language: "In a republic like ours, where the citizen is the sovereign and the official the servant, where no power is exercised except by the will of the people, it is important that the sovereign--the people--should possess intelligence. The free school is the promoter of that intelligence which is to preserve us as afree nation. If we are to have another contest in the near future of our national existence, I predict that the dividing line will not be Mason and Dixon's line, but between patriotism and intelligence on the one side, and superstition, ambition, and ignorance on the other. Now, in this centennial year, I believe it a good time to begin the work of strengthening the foundation of the house commenced by our patriotic forefathers one hundred years ago at Concord and Lexington. Let us all labor to add all needful guaranties for the more perfect security of free thought, free speech, free press, pure morals, unfettered religious sentiment, and of equal rights and privileges to all men, irrespective of nationality, color, or religion. Encourage free schools, and resolve that not one dollar of money appropriated to their support, no matter hoW raised, shall be appropriated to the support of any sectarian school. Resolve that either the State, or nation, or both combined, shall support institutions of learning...

The last excursion arrived about eleven o'clcck, when there were at least five thousand visitors in Orangeburg. " The students come from all parts of the State, and a better class of colored families are represented than usual. From the number of students, their condition and their work, it would seem as if the colored people are taking more than ordinary interest in the cause of education. Many parents are making great sacrifices to send their children to Claflin, and many of the students are in much better circumstances than their parents at home. The students lack early home training. They do not have access to daily papers, magazines, or books like most white children. As a rule, subjects of importance and interest are not discussed in the family circle, and on account of these drawbacks the colored student labors under disadvantages. A lack of general information is noted by the professor. Their behavior is as a rule very good.... There is not, in the knowledge of the ofiicials of the institution, a single student who visits a bar-room, smokes in the campus or in the streets. As a rule the students are in their places during the evening.... For ofiences committed against the authorities the student is assigned from one to one hundred hours of work on the farm or other departments. 'Demerit hours' has done much towards beautifying the grounds. The Faculty find that the student would rather work in the afternoon a thousand times than have the demerits recorded. Not only does this make the students work, but it invariably cures them. " Yale and Harvard boast of their expenses not being over $2,000 a session....
