Available in PDF, EPUB and Kindle. Book excerpt: Documents the emergence of a pattern of political instability in Latin America. Traditional military coups have receded in the region, but elected presidents are still ousted from power as a result of recurrent crises. Aníbal Pérez-Liñán shows that presidential impeachment has become the main constitutional instrument employed by civilian elites to depose unpopular rulers. Based on detailed comparative research in five countries and extensive historical information, the book explains why crises without breakdown have become the dominant form of instability in recent years and why some presidents are removed from office while others survive in power. The analysis emphasizes the erosion of presidential approval resulting from corruption and unpopular policies, the formation of hostile coalitions in Congress, and the role of investigative journalism. This book challenges classic assumptions in studies of presidentialism and provides important insights for the fields of political communication, democratization, political behaviour, and institutional analysis.

Book Synopsis Presidential Impeachment in Latin America by : Gustavo Palamone

Download or read book Presidential Impeachment in Latin America written by Gustavo Palamone. This book was released on 2023-12-29. Available in PDF, EPUB and Kindle. Book excerpt: This book pursues a comparative and interdisciplinary approach to assess presidential impeachments in Latin America. Mixing methodologies from legal studies and political science, it provides a novel and comprehensive assessment of some of the most controversial questions regarding the constitutional function of impeachment and its place in the theory of government. Presidential impeachments have become frequent in Latin America, yet they are still largely misunderstood by legal practitioners and the general public. As such, impeachments frequently provide for heated and polarizing debates. The misunderstandings stem from skewed expectations arising from different theories of government, legal interpretation, and presidential impeachment. The empirical evidence and arguments presented here will help to find common ground on these topics and pacify some latent tensions in society and academia. In addition, the book’s case studies cover cases that have been rarely or incompletely addressed in the literature. Some cover events so recent that they have never been analyzed elsewhere. The book proposes reconsidering certain assumptions made about systems of government, which are based on skewed expectations of impeachments. It also draws on new evidence to re-examine existing impeachment theories and develop new ones. By doing so, it offers valuable insights that may guide lawmakers to redesign their own systems, optimizing them to achieve certain goals. It will also acquaint legal practitioners with the strategies of prosecution, defense, and decision-making in connection with impeachments.

Book excerpt: This volume is the first comprehensive analysis of a new type of executive instability without regime instability in Latin America referred to as "presidential breakdown." It includes a theoretical introduction framing the debate within the institutional literature on democracy and democratization, and the implications of this new type of executive instability for presidential democracies. Two comparative chapters analyze the causes, procedures, and outcomes of presidential breakdowns in a regional perspective, and country studies provide in-depth analyses of all countries in Latin America that have experienced one or several presidential breakdowns: Argentina, Bolivia, Brazil, Dominican Republic, Ecuador, Guatemala, Paraguay, Peru, and Venezuela. The book also includes an epilogue on the 2009 presidential crisis in Honduras.
