As this Congress examines the nature and extent of the Federal Government's responsibilities, the Subcommittee on Crime must do its part by taking a hard look at how the Government fulfills its law enforcement responsibilities. The American people expect noth ing less. This is especially important because of the menacing na ture of crime and the critical need to ensure that the Government's limited resources are being used in the most effective manner. Finally, by way of introduction, let me say that this review of the structure of Federal law enforcement rightly follows on the heels of congressional hearings concerning the tragic incidents at Waco and Ruby Ridge. If nothing else, an examination of those disasters has taught us that Federal law enforcement is a patchwork quilt of policies, authorities, and even tactical capabilities.
