Book excerpt: Evidence-based planning for post-conflict reconstruction is often constrained by missing data and the shortcomings of conventional analytical methods. To overcome these constraints, we use economy-wide modeling methods to model the impact of war and reconstruction possibilities for the economy of Yemen. We first calibrate the model to pre-conflict data (2014) and validate it by replicating the most recent available dynamic needs assessments for Yemen that were elaborated by the World Bank. We then report model scenario results for unobserved development indicators, such as estimates for sector-level growth, employment, and poverty. For the post-conflict period, we use the assumptions of a recent dynamic needs assessment and assume gradual reconstruction of the war-induced damages by the target year 2024. Then we focus on uncertain institutional factors and investigate their importance for the country’s socio-economic development. Finally, we assess the potential structural characteristics of Yemen’s economy in the year 2024 and analyze potential risks and trade-offs associated with government’s institutional performance and the implications these have for the pace of post-conflict reconstruction.

Book excerpt: As effects of social and environmental conflicts perpetuate globally, fewer nations in the world appear to be at settled peace. The on-set of natural disasters and socio-political conflicts continue to force the United States Government to be increasingly called upon to provide resources that secure unstable regions during times of conflict. One method the government uses to securing its international neighbors is through the deployment of US Army reconstruction teams. These teams assist in transforming a negatively impacted foreign nation into a peaceful and functioning sovereignty within itself and its region; however, in order to begin reconstruction and engage in long term stability for the best interest of the host-nation, the Army must scrutinize current decision-making techniques to assure that basic human rights are instilled and local inhabitants have a means to sustain those efforts. This research sets out to define a planning model which supplements Army doctrine concerning post-conflict reconstruction, mainly FM 3-07 Stability Operations. It looks to incorporate academia, professional experience, and government resources with indigenous leadership in order to define a process to reconstruct infrastructure for a foreign nation during a time of need. More importantly, it looks to enforce those measures which endorse the basic human rights of society to instill security in post-conflict regions.

A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. This research effort demonstrates the viability of using systems dynamics modeling techniques to simulate the establishment of public order and safety in a post-conflict reconstruction operation (Phase IV operations). A high level generic framework is developed that can be used as a general template for modeling post-conflict reconstruction. It is then demonstrated with a notional test case based on the OIF AOR.
