Book excerpt: The authors used Tableau to create a visualization tool that allows U.S. Central Command (CENTCOM) to display the performance and effectiveness of its support to intelligence, surveillance, and reconnaissance (ISR) roles, sub-roles, and activities. The various visualizations provide both a high-level overview of CENTCOM ISR and a more nuanced understanding of the differences between regions, operations, platforms, sensors, and other variables considered. To make this tool accessible to as wide an audience as possible, the visualization tool described in this chapter uses data that are inspired by the CENTCOM Office of ISR Assessments database for the data visualization. Although this tool is intended to assist CENTCOM Directorate of Intelligence (J2) in improving the quality, effectiveness, and efficiency of its ISR assessments, the visualization could be adapted to a number of different uses.

Available in PDF, EPUB and Kindle. Book excerpt: The military services and defense agencies face three long-standing challenges with processing, exploiting, and disseminating ISR data. First, since 2002, DOD has rapidly increased its ability to collect ISR data in Iraq and Afghanistan; however, its capacity for processing, exploiting, and dissemination is limited and has not kept pace with the increase in collection platforms and combat air patrols. For example, the Air Force has substantially increased the number of combat air patrols that ISR collection platforms are performing in the U.S. Central Command theater of operations. Specifically, the number of combat air patrols flown by the Air Force's Predator and Reaper unmanned aircraft systems has increased from 13 to 36 since 2007. Moreover, in the 2010 Quadrennial Defense Review Report,10 DOD stated that it will continue to expand the Predator and Reaper combat air patrols to 65 by fiscal year 2015. This increase in data collection will also increase the burden on the Air Force's ground processing system, which processes, exploits, and disseminates the ISR information collected by these platforms.

Book excerpt: This monograph examines the utility of implementing the mission command philosophy in airborne intelligence, surveillance, and reconnaissance (ISR) operations. This study begins by examining Helmuth Von Moltke's views on the exercise of disciplined initiative in battle. Brian Lawson's design problem model provides a framework for analyzing constraints as a source of friction. Confederate calvaryman J.E.B. Stuart's Gettysburg saga provides a vehicle for mission command analysis, given similiarities between Civil War cavarly reconnaissance and modern airborne ISR operations. This study also focuses on the pursuit of airborne reconnaissance support by World War I artillerymen, whose views on organic control echo current dialogue on UAS employment. This monograph concludes by assessing the potential impact of enhanced implementation of the mission command philosophy on theater airborne ISR effectiveness.
