Así mismo, este libro se escribió pensando en aquellos que, sin estar directamente vinculados al sector público, deban interactuar con instituciones públicas de carácter multilateral o nacional, bien sea del nivel central, del departamental o del municipal. Por último, el libro permitirá a los lectores de todo origen disciplinario incrementar su comprensión de las dinámicas que caracterizan la gestión pública, para convertirse así en lectores críticos, tanto de noticias que circulan en medios masivos de divulgación como de informes técnicos con algún grado de complejidad. Se utiliza un lenguaje sencillo que evita imponer las barreras típicas de los tecnicismos y la jerga disciplinaria. En particular, este obra responde a la motivación de los autores de ofrecer herramientas analíticas que, aunadas a la disponibilidad de recursos y a la voluntad política necesarias, conduzcan a la toma de decisiones ilustrada y, por esa vía, a la solución de problemas concretos en el mundo hispanoparlante en los diferentes niveles de gobierno.
