However, the question remains of whether or not the Kargilwar represents a foretaste of future episodes of attempted nuclear coercionif India and Pakistan believe that their nuclear capabilities provide themthe immunity required to prosecute a range of military operations short ofall-out war.

Book excerpt: This report presents the results of a quick-turnaround study conducted by RAND at the request of the U.S. government in the months leading up to the November 2000 presidential election in the United States. The study was intended to support a variety of internal reviews and briefings that took place around the time of the election. The broad purpose of the study was to understand how India and Pakistan viewed the significance of the Kargil conflict, what lessons they drew from this conflict, and the implications of those lessons for future stability in South Asia. Consequently, this report is not an all-source document: it has deliberately avoided the use of all U.S. governmental documents and for most part many other open-source American materials as well. Instead, the source materials used are almost exclusively Indian and Pakistani. Since the significance of the Kargil conflict as appreciated in India and Pakistan is a complex matter, with many different and often conflicting strands of opinion, this report focuses mainly on capturing thematically the dominant ideas circulating in the subcontinent on this issue. As a result, not every view pertaining to Kargil is recorded and, further, many nuances and variations on the main themes recorded here are excluded unless judged by the authors to represent viewpoints that ought to be of interest to policymakers in the United States.

Book excerpt: In May 1998, both India and Pakistan detonated nuclear devices, adding new complications to an already volatile security environment. In the years since these tests, the Indian subcontinent has been the site of one war in 1999 and numerous other military confrontations, the biggest occurring in 2001 and 2002. The majority of these conflicts have risen from attacks in India and Kashmir carried out by non-state actors based in Pakistan. India thus faces a compellence problem in which it wants to force Pakistan to stop its perceived support of these actors, and yet it can only do so to a limited extent for fear of nuclear retaliation. India's answer, following the 2001/2002 military standoff with Pakistan, is the Cold Start doctrine, a strategy of limited war under the nuclear umbrella. This thesis examines the efficacy of the Cold Start doctrine in the context of three major areas: Pakistan's principal-agent dilemma, historical escalation problems on the subcontinent, and domestic Indian civil-military and inter-service rivalry issues. Based on the findings regarding these areas, this study will show that Cold Start is not the answer to India's compellence problem. Rather, cooperation to combat a common foe is a more practical solution than mutual antagonism.

Book excerpt: This book explores how nuclear weapons influence conventional warfighting, through three case studies of countries not party to the Non-Proliferation Treaty: Pakistan, India, and Israel. The author examines how decision makers choose a preferred pattern of war management, as well as how these choices affect conflicts, suggesting that nuclear weaponization constitutes a clear change in the relative power of countries. This distribution of power within the international system expands or reduces the selection of strategies or war management patterns available to members of the international community. However, historic traumatic events like military defeats, countries’ self-images, and images of enemies form the perceptions of decision makers regarding material power and change thereof, suggesting that choices of decision makers are not affected directly by changes in relative power relations, but rather through an intermediate level of strategic culture parameter.

Possessing nuclear weapons may, if fact, illuminate and magnify otherwise lesser issues given the concern other nations have when nuclear powers go to war. International and regional organizations lend a counterbalancing voice to these conflicts but nations must exploit opportunities to include emerging nuclear powers into those structures.
