Book excerpt: Latin American countries have for a long time been importers of public policies and institutions from the Global North. The colonial legacy and resulting patterns of international relations during the 20th century favoured a course of adoption and hybridization of political institutions. In recent decades, a new conjuncture has emerged in which Latin American policies have started to diffuse South-South and even South-North. Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. The Bus Rapid Transit (BRT) system and bicycle policies in Curitiba and Bogotá have also reached wide international recognition and circulation. And yet, despite Latin America’s new role as a policy "exporter", little is known about its dynamics, causes, and effects. Why have Latin American policies been diffused inside and outside the region? Which actors are involved? What driving forces affect these processes? This innovative collection offers a new perspective on the policy diffusion phenomena. Drawing on different examples from Latin American experiences in urban local policies and national social policies, experts present a new framework to study this phenomenon centered on the mobilization of ideas, interests and discourses for policy diffusion. Two years after Ronald Reagan's income-tax simplification of 1986, Brazil adopted a similar reform even though it threatened to exacerbate income disparity and jeopardize state revenues. And Chile's pension privatization of the early 1980s has spread throughout Latin America and beyond even though many poor countries that have privatized their social security systems, including Bolivia and El Salvador, lack some of the preconditions necessary to do so successfully. In a major step beyond conventional rational-choice accounts of policy decision-making, this book demonstrates that bounded--not full--rationality drives the spread of innovations across countries. When seeking solutions to domestic problems, decision-makers often consider foreign models, sometimes promoted by development institutions like the World Bank. But, as Kurt Weyland argues, policymakers apply inferential shortcuts at the risk of distortions and biases. Through an in-depth analysis of pension and health reform in Bolivia, Brazil, Costa Rica, El Salvador, and Peru, Weyland demonstrates that decision-makers are captivated by neat, bold, cognitively available models. And rather than thoroughly assessing the costs and benefits of external models, they draw excessively firm conclusions from limited data and overextrapolate from spurts of success or failure. Indications of initial success can thus trigger an upsurge of policy diffusion.

Book excerpt: This book explores the international diffusion of Participatory Budgeting (PB), a local policy created in 1989 in Porto Alegre, Brazil, which has now spread worldwide. The book argues that the action of a group of individuals called “Ambassadors of Participation” was crucial to make PB part of the international agenda. This international dimension has been largely overlooked in the vast literature produced on participatory democracy devices. The book combines public policy analysis and the study of international relations, and makes a broad comparative study of PB, including cases from Latin America, Europe, and Sub-Saharan Africa. The book also presents a new methodology developed to examine PB diffusion, the “transnational political ethnography”, which combines in-depth interviews, participant observation and document analysis both at the local and transnational level.
