The purpose of this study is to understand the impact of above said program in HARTI village of GADAG district in Karnataka state. The study was conducted in the month of October 2018. In MGNREGA program Grama panchayat plays an important role in monitoring, executing and implementing the scheme as per guidelines issued by the government of Karnataka. Further Gram Panchayat conducts Gramasabha, prepares the work plan, Job card registration for the unskilled job seekers in the Panchyat limits, issuing job card, creating awareness for work demand, allocating work to job card holder, payment of wages and maintaining relevant records. In this study, the standard questionnaire was used to collect the primary information from the respondents of the HARTI village in Gadag District. The respondents were the job card holders issued the Gram panchayat and have worked at least once under the MGNREGA program in the HARTI village panchayat. The study was concluded with the significant impact of MGNREGA program on improvement of socio-economic status of the unskilled workers in the village and also contributed to the non- migration of village unskilled workers to urban areas.

Since 2000, India has experienced rapid economic growth and a sharp decline in poverty. But employment has grown more slowly. Government intervened in the economy through the National Rural Employment Guarantee Act, which provides employment to unskilled workers in rural areas besides creating community/productive assets at the level of village such as wells, tanks, ponds, roads etc. This programme is designed to provide income protection against poverty in rural area. The choice of works under MGNREGA seeks to address the causes of chronic poverty such as drought, deforestation and soil erosion. MGNREGA is different from other employment and poverty alleviation programme in the sense that it is a legal framework and right to work based programme. This is a paradigm shift from its earlier programmes for it is a bottom-up, demand driven structure with built-in social audits.

As such, every year around 15–20 per cent of households in India overall and 30 per cent in rural India receive some form of employment share under the MGNREGA programme. This volume looks at various aspect of the scheme, its linkage with employment, agricultural wages, livelihood and food security, gender issues, and migration in rural India. It also discusses challenges in implementation, hurdles and the relative successes of the scheme. Based on primary survey data from 16 major states in the country, the findings of the study provide key insights into MGNREGA and assess the implications for other welfare-oriented programmes. Book excerpt: Thus NREGA covered that entire country with the exception of districts that have a hundred percent urban population. This programme has been formulated by merging early formulated programmes such as Sampoorna Gramin Rozgar Yojana (SGRY) of 2001 and National Food for Work Programme (NFFWP) of 2004. Again the Government of India on 2nd October, 2009 renamed its flagship rural job guarantee programme- National Rural Employment Guarantee Act (NREGA) as Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Central Government is making larger public expenditure under MGNREGA. In the recent budget (2013-14), an allocation of Rs. 38,309.7 crores has been made for MGNREGA, which is an increase of 3.23 percent over the 2011-12 budgets (1237 crores). In India 35,49,03,669, in Maharashatra 1,03,36,684, in Marathwada region 14,61,376 and in Parbhani 13,7,223 household can get employment from the MGNREGA till the financial year 2013-14. And in India 21,87,0,136 lakh Rs, in Maharashtra 58, 4,952 lakh Rs, in Marathwada region 14, 1,376 lakh Rs and in Parbhani 8,492 lakhs Rs. Laboure expenditure and material expenditure invested on MGNREGA till the financial year 2013-14.
