Book excerpt: This paper examines the intersections between youth access to land, migration decisions and employment opportunities using nationally representative and multi-year data from multiple African countries. We document evidence on the evolving dynamics in land distribution and ownership patterns, the effect of land access on youth livelihood choices and development of rental and sales market in the region. The report highlights six key findings: First, a progressively smaller proportion of young people are inheriting land due to land scarcity. Second, rural youth who do inherit land will need to wait longer to gain access to it because of significantly longer adult life spans. Third, land scarcity has been driving rapid changes in the land ownership and distribution patterns over the past decade and shaping the employment and migration decisions of rural youth. Fourth, the share of individual labour time devoted to farming is declining over time across age categories and gender, signifying that continued economic transformation processes are underway in Africa.

Book excerpt: The aim of Nigeria’s extension reform and transformation agenda through its new national extension policy (NEP) is to put in place a legislated, pluralistic, farmer-responsive, and market-oriented extension system. The reformed extension system aims at an assured and regular source of funding and a well-trained and motivated staff, effectively catering for a variety of actors along targeted value chains. It also aims at effective integration of the complex innovation processes in the agricultural and food system transformation in Nigeria. Implementation of the NEP at the state level remains a major challenge. This paper documents issues, challenges, constraints, and potential solutions and opportunities in implementing NEP at the state level using Niger State as a case study. We use a qualitative method in the context of inclusive consultative process with a focus on the multi-stakeholder participatory model. We found that strengthening actors’ capacities for innovation by considering the complexity of agricultural innovation system is very critical to effective and successful implementation of national agricultural policies in Niger State. We confirm from our study that “networking, partnership facilitation, and collaboration” functions are crucial cross-cutting measures across the agricultural innovation system for operative and systematic implementation of the NEP in Niger State. Based on our findings in Niger State, even if we make effort to draw generic lessons for Nigeria, the case studies show that understanding the dynamics of efficiently and productively implementing the National Extension Policy remain case-specific, and no ‘silver bullet’ can be provided to support agricultural innovation system due to the complex federal governance system in Nigeria. Therefore, a state-level or case-specific is highly recommended for operational implementation process in Nigeria.

Available in PDF, EPUB and Kindle. Book excerpt: Nigeria’s rural youth are facing various challenges in agriculture, with limited job opportunities outside the sector. Using qualitative focus group discussions and individual interviews with youth in four communities in two Nigerian states, the paper reflects on nuanced differences in perceptions of opportunities, coping mechanisms and overall resilience of youth in rural Nigeria, as well as differential access to information, inputs and irrigation based on age, gender and community. We apply the GCAN framework, to illustrate the factors that shape resilience pathways in the context of climate change and other shocks and stressors. Many of the constraints rural youth face are faced by other groups, including lack of finance, farm inputs and modern equipment for production and processing. Yet, youth face higher and specific hurdles related to lack of capital, experience and a strong social capital and networks that would facilitate coping with climatic and other shocks and improving their livelihoods. Young women in particular have less access to information and irrigation, and are less likely to benefit from cooperative memberships. Nevertheless, young men and women have higher resilience compared to older groups in terms of health, mobility and ability to migrate, as well as easier access to the internet as a source of information. Youth can better build resilience and a network and receive government assistance when part of a cooperative. Nevertheless, a larger enabling environment in the sector is needed, to improve roads, access to markets, information, inputs and equipment to support young farmers who cannot leave the agriculture sector. A promising factor is that many young men and women realize the importance of agriculture and aspire to become successful in the sector.

Book excerpt: The decision of whether to migrate or not is one of many potentially important decisions that young men and women make throughout the developing world. This paper takes a unique look at the determinants of youth migration across seven different countries using recently collected data, indirectly testing both broad and specific hypotheses related to migration. The paper finds that individual characteristics are more important determinants of migration than household characteristics. Furthermore, it finds little evidence that credit constraints or relative deprivation are correlated with migration at a nationally representative level, holding other things constant. The difference between this result and those found in the literature regarding credit constraints implies that credit constraints are geographically concentrated. The paper concludes with a discussion of the implications for migration-influenced policy regarding youth.
