Book Synopsis Identifying the English by : Edward Higgs

Download or read book Identifying the English written by Edward Higgs. This book was released on 2011-10-06. Available in PDF, EPUB and Kindle. Book excerpt: Personal identification is very much a live political issue in Britain and this book looks at why this is the case, and why, paradoxically, the theft of identity has become ever more common as the means of identification have multiplied. Identifying the English looks not only at how criminals have been identified - branding, fingerprinting, DNA - but also at the identification of the individual with seals and signatures, of the citizen by means of passports and ID cards, and of the corpse. Beginning his history in the medieval period, Edward Higgs reveals how it was not the Industrial Revolution that brought the most radical changes in identification techniques, as many have assumed, but rather the changing nature of the State and commerce, and their relationship with citizens and customers. In the twentieth century the very different historical techniques have converged on the holding of information on databases, and increasingly on biometrics, and the multiplication of these external databases outside the control of individuals has continued to undermine personal identity security.

Book Synopsis Allocating Federal Funds for State Programs for English Language Learners by : National Research Council

Download or read book Allocating Federal Funds for State Programs for English Language Learners written by National Research Council. This book was released on 2011-06-20. Available in PDF, EPUB and Kindle. Book excerpt: As the United States continues to be a nation of immigrants and their children, the nation's school systems face increased enrollments of students whose primary language is not English. With the 2001 reauthorization of the Elementary and Secondary Education Act (ESEA) in the No Child Left Behind Act (NCLB), the allocation of federal funds for programs to assist these students to be proficient in English became formula-based: 80 percent on the basis of the population of children with limited English proficiency1 and 20 percent on the basis of the population of recently immigrated children and youth. Title III of NCLB directs the U.S. Department of Education to allocate funds on the basis of the more accurate of two allowable data sources: the number of students reported to the federal government by each state education agency or data from the American Community Survey (ACS). The department determined that the ACS estimates are more accurate, and since 2005, those data have been basis for the federal distribution of Title III funds. Subsequently, analyses of the two data sources have raised concerns about that decision, especially because the two allowable data sources would allocate quite different amounts to the states. In addition, while shortcomings were noted in the data provided by the states, the ACS estimates were shown to fluctuate between years, causing concern among the states about the unpredictability and unevenness of program funding. In this context, the U.S. Department of Education commissioned the National Research Council to address the accuracy of the estimates from the two data sources and the factors that influence the estimates. The resulting book also considers means of increasing the accuracy of the data sources or alternative data sources that could be used for allocation purposes.

Book Synopsis Uncovering Ideology in English Language Teaching by : Robert J. Lowe

Download or read book Uncovering Ideology in English Language Teaching written by Robert J. Lowe. This book was released on 2020-07-02. Available in PDF, EPUB and Kindle. Book excerpt: This book introduces the concept of the ‘native speaker’ frame: a perceptual filter within English Language Teaching (ELT) which views the linguistic and cultural norms and the educational technology of the anglophone West as being normative, while the norms and practices of non-Western countries are viewed as deficient. Based on a rich source of ethnographic data, and employing a frame analysis approach, it investigates the ways in which this ‘native-speaker’ framing influenced the construction and operation of a Japanese university EFL program. While the program appeared to be free of explicit expressions of native-speakerism, such as discrimination against teachers, this study found that the practices of the program were underpinned by implicitly native-speakerist assumptions based on the stereotyping of Japanese students and the Japanese education system. The book provides a new perspective on debates around native-speakerism by examining how the dominant framing of a program may still be influenced by the ideology, even in cases where overt signs of native-speakerism appear to be absent.
