Book excerpt: In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.

Book excerpt: Given the complexity of family and individual welfare, this study aims to explain the construction of a family consumption aggregate, using data from Brazilian Family Expenditure Survey (2008-2009), and also to measure and analyze welfare, poverty, inequality and vulnerability. Following the literature, some aspects were considered: the selection of expenditures, the analysis of extreme values, the imputation of food consumption, the user cost of durable goods and a spatial price deflator. After the definition of the family consumption aggregate, we analyzed the Generalized Lorenz Curves, social welfare functions and inequality measures. Then we presented the sensitivity of the identification exercise to different poverty lines and analyzed the severity of poverty. Finally, based on Chaudhuri et al. (2002) and Elbers et al. (2002), the vulnerability to poverty was studied taking account of area (clusters) effects. In this last exercise, the poverty line was based on half the minimum wage in 2008.

Book excerpt: Abstract: This paper compares how results using various methods to construct asset indices match results using per capita expenditures. The analysis shows that inferences about inequalities in education, health care use, fertility, child mortality, as well as labor market outcomes are quite robust to the specific economic status measure used. The measures-most significantly per capita expenditures versus the class of asset indices-do not, however, yield identical household rankings. Two factors stand out in predicting the degree of congruence in rankings between per capita expenditures and an asset index. First is the extent to which per capita expenditures can be explained by observed household and community characteristics. In settings with small transitory shocks to expenditure, or with little measurement error in expenditure, the rankings yielded by the alternative approaches are most similar. Second is the extent to which expenditures are dominated by individually consumed goods such as food. Asset indices are typically derived from indicators of goods which are effectively public at the household level, while expenditures are often dominated by food, an almost exclusively private good. In settings where private goods such as food are the main component of expenditures, asset indices and per capita consumption yield the least similar results, although adjusting for economies of scale in household expenditures reconciles the results somewhat.
