The narrative begins after the Napoleonic wars when newly arisen peace movements focused on arbitration as a path to “ending the war system.” It moves on to the international community’s embrace of “total and complete disarmament” and then to its acceptance of more limited measures by 1968, including the agreements that remain in force today. The book connects the past to the present of multiple negotiations, successful and failed, and underlines how the peace movement increasingly influenced the national policy of the major Western powers, especially the United States. It also highlights the increasing diversification of arms control players, including women and people of color as well as the countries they represented. Based on original research in multinational records and the latest scholarship, the book illustrates the reasons multilateral arms control remains a key instrument of international relations. The chapters are organized both chronologically and thematically, with the result that they cover different amounts of time in order to encompass a given issue and to capture the development of particular threads. The main narrative evolves into a decadeslong quest for a global treaty on “general and complete disarmament,” which otherwise paces the book and shapes its chapters. This book will be of much interest to students of arms control, global governance, peace studies, and International Relations.

Book excerpt: Following the Gulf War from 1991 to 1998, the United Nations Special Commission (UNSCOM) was created to unveil and eliminate Iraq's weapons of mass destruction through inspections. This study describes how UNSCOM was designed to maintain its independence and authority, detailing the dramatic events that occurred as UNSCOM attempted to deal with an intransigent Iraq. Krasno and Sutterlin outline the special intelligence skills that UNSCOM developed over the years in response to Iraqi tactics. They also provide an accounting of UNSCOM achievements and analyze remaining concerns. Along with documentary research, much of the information in this book was obtained through a series of interviews with key players, including the Executive Directors, several UNSCOM inspectors, and a number of ambassadors to the United Nations who were directly involved. Concerns about Iraq's remaining weapons capabilities, particularly its biological and chemical weapons, have become increasingly relevant since the September 11, 2001 terrorist attacks and the ensuing anthrax threat. This study provides insight about the disarming of Iraq, as well what lessons can be learned from the UNSCOM experiment.

Book excerpt: The implementation of disarmament requirements imposed by the Security Council after the Second Gulf War established a strong and unequal power relationship between the United Nations and Iraq. Although the ensuing struggle over imposed disarmament has been a major issue in world politics, international relations theorists continue to ignore it. Deaver argues that this case has important theoretical implications. Using sociological insights and a behavioral approach, he examines the power relationship as well as Iraqi resistance from 1991 to 1998. Theorists are likely to find these analytic tools useful since they provide a ready means of studying the micro-foundations of power relations in generalized terms. Behavior such as supervision, surveillance, inspection, and monitoring are widespread and growing in world politics. A focus on tactics demonstrates the role of monitoring in maintaining and strengthening the relationship between the United Nations and Iraq. An analysis of dynamics makes comprehensible Iraqi losses of sovereignty and the eventual collapse of the relationship. Contrary to popular opinion, whoever escalated tensions hurt their own cause: Iraqi resistance contributed greatly to United Nations gains, while the United Nations successes led to the collapse of its relationship with Iraq.
