Book excerpt: This study analyses how different types of system-level (or ‘landscape’) structural reforms in higher education have been designed and implemented in selected higher education systems. In the 12 case studies that form the core of the project, the researchers examine reforms aimed at: • Increasing horizontal differentiation between different types of higher education institutions (for example reforms to introduce or modify the role of universities of applied science); • Increasing vertical differentiation through increasing or decreasing positional or status differences between higher education institutions (for example, reforms aimed at concentrating research in a limited number of universities) and; • Changing institutional interrelationships between higher education institutions (for example, through mergers, the formation of associations of institutions).In each case, the researchers set out to understand the origins and objectives of the reforms examined, the why they were designed and implemented, the extent to which they achieved their objectives and the factors affecting success or failure. The overall objective is to provide policy makers at the European, national and institutional levels with policy relevant conclusions concerning the design, implementation and evaluation of structural reforms.

"The Bologna process was launched at a time of great optimism about the future of the European project – to which, of course, the reform of higher education across the continent has made a major contribution. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. Each nation wants to create an international reputation for excellence that will attract students, academic staff and business. This involves change at the national level, in terms of programs, structures and policies, as well as action by individual institutions. It is important that Australia learn from and build on this experience and examine how it might benefit from the successes of other countries. This paper describes and explores the lessons of the German Excellence Initiative (and a similar program from France). The Excellence Initiative is a major, national program that has helped and is helping to revitalise the German higher education sector by focussing on excellence, supporting success and promoting innovation within the sector. In setting out to support excellence by concentrating resources in institutions able to demonstrate a strategic commitment to superior performance, the program has influenced institutions across the whole sector--and had the deliberate intention of doing so. One of its underlying objectives was to target the perceived inertia in the faculty structure of the universities and it has served to create a new, more competitive culture which promotes superior performance even beyond those institutions receiving funding.
