The Europeanization of National Political Parties is the first empirical study to examine the effects of the European Union on the internal organizational dynamics of national political parties. It draws on the results of a major, cross-national project and is based on documentary analysis and some 150 interviews with senior party actors in six EU member states: Austria, Britain, France, Germany, Spain and Sweden. Situated in the context of the debate on Europeanization, the contributors illustrate that national political parties have been surprisingly well equipped to handle the challenges of the increasing importance of multi-level governance in Europe. Following a rigorous analytical framework, the country studies examine thirty relevant political parties and systematically address a clearly defined set of empirical questions. The volume ends with two comparative chapters that analyze the findings from a cross-national perspective and that offer theoretical insights into the problems of party government amid increasing European integration. Book excerpt: Ireland’s relationship with the European Union has been determined by the behaviour, actions and discourse of political parties. This book examines this impact through an in-depth analysis of the Europeanization of party politics in the Republic of Ireland and Northern Ireland. First, it presents original research on cross-cutting issues that have featured in political debates about European integration, including referendum campaigns on EU treaties, Irish neutrality and party policy positions on the EU. Secondly, it is the first book of its kind to examine in detail how each of the main parties on the island of Ireland has adapted to EU membership. In doing so it both tests the thesis of ‘Europeanization’ and deepens understanding of the impact that EU membership can have on national and sub-national party politics. What this study reveals is that, while Europeanization is clearly evident in all parties in Ireland, including those most critical of European integration, its influence has been strictly curtailed. We argue that the effects of Europeanization in Irish party politics have been limited by enduring resistance to – and conditions placed upon – EU influence in particular policy areas, the importance of pragmatism and (sub-)national priorities in shaping parties’ approaches to European integration and the fact that engagement with the EU continues to be a predominantly elite-led process. Book excerpt: At the national level, political parties play an important role in making representative democracy work. They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as ‘transmission belts’ ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Finally, the volume covers all European institutions: the Commission, the Council of the European Union, the European Council and the European Parliament. The findings enhance our understanding of the workings of decision-making in Brussels, add to the debate on the EU democratic deficit, and highlight the usefulness of drawing upon insights from the literature on Comparative Politics when studying the European Union. This book was published as a special issue of the Journal of European Public Policy.
